USAFMCOM has delegated authority by the Office of the Secretary of Defense to directly appoint qualified candidates possessing a finance, accounting, management, or actuarial science degree, or a related degree from an accredited college or university in a field of study, or equivalent experience, related to the functions of the position to be filled.
Duties
Provides comprehensive analysis of reporting requirements, work processes, accounting systems' structure, interfaces of data from financial and non-financial systems/data bases to accounting systems/data bases, and financial reporting data.
Established and monitors performance measurement and financial management information indicators for assessing the operational health of the audit readiness enterprise-wide and the Army accounts managed.
Communicates with various internal stakeholders and partners internal and external (e.g. auditors, service providers, and financial reporting counterparts) to Army.
Operates, while overseeing, annual process controls related to validating accounting to reporting system opening general ledger balance compliance with the USSGL and DOD-levels of authoritative guidance.
Qualifications
Basic Requirement:
This position has a positive education requirement. Applicants must meet the basic educations requirements in order to be found minimally qualified for the position.
Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
Candidates may also qualify through a combination of education and experience: at least 4 years of professional accounting experience (at least one year must be equivalent to the journeyman level) or an equivalent combination of professional accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses or a certificate as a Certified Public Accountant or Certified Internal Auditor.
Specialized Experience:
For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service.
Specialized experience is defined as experience to include combinations of: independently and as part of team, analyzing, mitigating, or resolving GFEBS general ledger disconnects impacting auditability; executing improvements to, and documentation of automations for data reconciliation process controls; communicating with various financial reporting stakeholders internal and external to Army.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of the competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
