This position is located within the Credentialing and Privileging (C&P) Office, aligned to the Chief of Staff, at the Fayetteville VA Medical Center (FVAMC) of the Department of Veterans Affairs (DVA), Veterans Health Administration (VHA), Fayetteville NC VA Coastal Health Care System (FVACHCS) and is responsible for providing lead administrative, consultative, and technical direction and support to C&P program operations. The C&P Lead Specialist is supervised by the C&P Manager.

Duties

Major duties include but are not limited to: Provides oversight and input regarding compliance with VHA policies, directives, memos, notices, Joint Commission standards, and recommendations by the Office of Inspector General (OIG) and other internal or external auditors/reviewers, as appropriate. Collects relevant data and makes informed decisions to ensure qualified health care professionals are providing appropriate care in appropriate settings. Serves as a subject matter expert (SME) providing high-level consultative services to Facility Leadership, Credentialing and Privileging (C&P) office Specialists, Human Resources, Providers, and Hiring Services regarding routine and complex matters related to C&P including but not limited to credentialing, privileging, scopes of practice, and provider competence for the ongoing provider practice evaluation (OPPE) and focused provider practice evaluation (FPPE). Assists the C&P Manager with outlining program goals and objectives, identifies risks, ensures completion of proper training and education, and completes second level reviews, as appropriate. Serves as a lead Specialist responsible for establishing milestones; assigning, monitoring, and reviewing the work performed by subordinate team members; and reporting on progress. Ensures that the organization's mission and vision are communicated to the team and integrated into the team goals, work plans, and work products. Attends meetings, conferences, and seminars to assist with the identification of areas needing improvement as well as the development of new processes and procedures. Applies organizational and system wide strategies for continuous quality improvement as they relate to C&P processes and procedures. Provides advice on work methods, practices, and procedures, and assists the team and/or individual members in identifying viable solutions to complex problems. Trains or arranges for the training of team members in methods and techniques of technical skills and team building and working in teams to accomplish tasks or projects. Coaches team members in the selection of problem-solving methods and techniques, provides advice on work methods and procedures and assists team members in identifying factors needed to resolve problems. Represents the team in dealings with the C&P Manager for the purpose of obtaining resources and securing needed information or decisions on major work problems and issues. Develops and presents technical briefings and changes or updates to VHA requirements, C&P policies, and/or standard operating procedures (SOP). Implements mechanisms to monitor and evaluate completed tasks for their compliance with established policies and procedures as well as quality of customer service. Develops statistical, graphical, and narrative reports justifying training or changes in processes to improve systems effectiveness and efficiency and customer service quality. Participates in policy and decision-making initiatives with the C&P Manager, and continuously develops a greater understanding of regulatory and policy requirements, quality assurance methodologies, and best practices. Assists with reviewing reports and tracking the State Licensing Board (SLB) and National Practitioner Data Bank (NPDB). Perform other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/28/2023. You may qualify based on your experience and/or education as described below: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position in this occupational series, you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements DO apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirement (IOR): An IOR is a basic requirement that must be met in order to qualify for entry into a particular job series. This requirement cannot be waived. For the Health Systems Specialist position, applicants must possess education and/or experience that is directly related to the work of the position. In addition to meeting the time-in-grade requirement, applicants must meet at least ONE of the following Individual Occupational Requirements for to be eligible for consideration. IOR Undergraduate and Graduate Education: Formal education in an occupation related major field of study, such as business or public administration, with coursework in health care administration (Hospital Administration, Public Health Administration, Business or Public Administration). NOTE: You must submit a copy of your transcripts (official or unofficial). Applicable education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. OR, IOR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, IOR Special Provision for In-Service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. NOTE: Applicants may meet the IOR based on a combination of education and experience, as outlined above. In addition to meeting the applicable time-in-grade and IOR requirements, applicants must possess a minimum of one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation. Specialized Experience Requirement: To qualify for this position at the GS-11 grade level, applicants must have a minimum of one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to: participating in and facilitating transformative quality, safety, effectiveness, and efficiency improvement efforts impacting patient care delivery systems and functions throughout a medical center; organizing, directing, and coordinating group activities in a timely and effective manner; mining data to identify root causes of a performance issue; developing statistical models to measure performance improvement actions; developing statistical, graphical, and narrative reports, and communicating these studies to medical center leadership, service chiefs, supervisors, and other staff.
