This position functions as a Program Specialist for the VA Saint Louis Health Care System, Integrated Healthcare Informatics Service Line (IHIS). The purpose of the position is to assess the productivity, effectiveness and efficiency of the medical facility health care program activities and operations in support of IHIS.

The Program Specialist provides administrative leadership support and guidance to the Chief of Integrated Healthcare Informatics
Service, or designee. The incumbent combines management skills and a comprehensive understanding of the regulatory requirements with exceptional interpersonal skills and an unparalleled focus on customer service.
MAJOR DUTIES AND RESPONSIBILITIES
Administrative Management (30%)
Develops the framework for system processes within the Integrated Healthcare Informatics Service (IHIS) related to planning, directing, monitoring, and improving administrative and operational functions.
Collaborates with healthcare providers and organizations to identify opportunities for program development and improvement. Ensures
program alignment with industry best practices and compliance with relevant healthcare regulations.
Assists with the development and implementation of administrative policies; defining administrative requirements; and providing advice to the Chief of Integrated Healthcare Services, or designee, on related issues.

Tracks project timelines, budgets, and resources - collaborating with cross-functional teams to achieve program objectives.
Budgeting and Financial Management Work (20%)
Provides for budgeting and financial management for the Integrated Healthcare Informatics. Establishes and maintains controls for effective financial oversight - monitoring budget formulation, justification, execution, financial management, and financial reporting.
Monitors annual execution, making necessary adjustments in execution or by reallocating resources and reviews for financial impact.
Data Analysis, Reporting, and Technology Integration (30%)
Collects and analyzes healthcare data to identify trends, areas of improvement, and potential innovations. Assures that the program establishes and utilizes appropriate VHA workload reporting and data management systems for the IHIS program.
Monitors core quality and performance measures for the program. Evaluates data content quality, eliminating redundancy
in duplicate data sources.
Creates reports and dashboards (using a variety of methods and tools) to communicate data-driven insights and recommendations to stakeholders.
Assists in the integration of health informatics solutions with existing healthcare systems, electronic health records (EHRs), and other technologies. Collaborates with IT teams to ensure data security, privacy, and interoperability.
Training and Education (20%)
Coordinates all training for the IHIS. Designs and develops training in information solutions and technology, and in the use of health informatics tools and systems.
Provides support to higher level analysts by providing formal and informal education through a multifaceted training program that is intended to address a wide variety of needs and objectives to facilitate program success.
Educates staff on best practices for data management and security.
Performs other related duties as assigned.
Work Schedule: Monday - Friday, 8:00am - 4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: ensures administrative functions and goals are appropriately organized and met; advises and recommends courses of action pertaining to administrative issues; assists with facilitation of staff and committee meetings including meeting minutes and distribution of
information; monitors annual execution, making necessary adjustments in execution or by reallocating resources and reviews for financial impact; performs work related to developing metrics and reports to monitor quality programs, plans, procedures, and methodologies; and/or analyzing quality initiatives and processes. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
Work Environment: Work is typically performed in an adequately lighted and climate-controlled office.
