This position is located in the Clinical Operations Service Line at the Fayetteville VA Medical Center in Fayetteville, NC. The primary purpose of the position is to provide assistance and support to the Group Practice Manager, facility ambulatory care clinics, and associated outpatient clinics in the development, standardization, implementation, and sustainment of key processes and practices to ensure efficient, effective management of the clinic and an exceptional veteran experience.

To qualify for this position, applicants must meet all requirements including the Individual Occupational and specialized experience requirements by the closing date of this announcement, 02/16/2024. Individual Occupational Requirement (IOR): An IOR is a basic requirement that must be met in order to qualify for entry into a particular job series. This requirement cannot be waived. For the Health Systems Specialist position, applicants must possess education and/or experience that is directly related to the work of the position. Applicants must meet at least ONE of the following Individual Occupational Requirements for to be eligible for consideration. IOR Undergraduate and Graduate Education: Formal education in an occupation related major field of study, such as business or public administration, with coursework in health care administration (Hospital Administration, Public Health Administration, Business or Public Administration). NOTE: You must submit a copy of your transcripts (official or unofficial). Applicable education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. OR, IOR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, IOR Special Provision for In-Service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. NOTE: Applicants may meet the IOR based on a combination of education and experience, as outlined above. In addition to meeting the IOR requirement, applicants must possess a minimum of one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation. Specialized Experience Requirement: To qualify for this position at the GS-11 grade level, applicants must have a minimum of one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to: participating in and facilitating transformative quality, safety, effectiveness, and efficiency improvement efforts impacting patient care delivery systems and functions throughout a medical center; organizing, directing, and coordinating group activities in a timely and effective manner; mining data to identify root causes of a performance issue; developing statistical models to measure performance improvement actions; developing statistical, graphical, and narrative reports, and communicating these studies to medical center leadership, service chiefs, supervisors, and other staff. Specialized Experience Requirement (Full Performance Level): To qualify for this position at the GS-12 Full Performance Level, applicants must have a minimum one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to: analyzing and developing major administrative aspects of mission-oriented programs; evaluating the effectiveness of programs conducted throughout a medical facility; identifying and developing ways to implement program goals and objectives and resolve problems; and developing administrative regulations or guidelines for the conduct of program operations or new criteria for measuring program accomplishments. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Duties may require extensive walking to meet with the facility managers and other clinic personnel. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via automotive vehicle (and the possession of, or ability to obtain, a valid Driver's License). The work performed is of a precise nature requiring long periods of concentration that is often interrupted.
