The Office of Investment Security, in the International Affairs office of the U.S. Department of the Treasury, fulfills Treasury's statutory responsibilities as chair of the Committee on Foreign Investment in the United States (CFIUS), which has the authority to review the national security effects of foreign acquisitions of U.S. businesses. The office leads and coordinates the review by sixteen Executive Branch departments and White House offices of each transaction notified to CFIUS.
Duties
The following are the duties of this position at the GS-15 level. If you are selected at a lower grade level (GS-14), you will have the opportunity to learn to perform all these duties and will receive training to help you develop in this position. Duties of a Deputy Director in the Office of Investment Security's division of Policy and International Relations may include:
Providing strategic direction and shaping policy discussions and decisions on matters pertaining to investment reviews and national security considerations of CFIUS and emerging policy areas, frequently working with the interagency and the National Security Council;
Managing external engagement work including: capacity-building efforts (providing technical assistance, sharing best practices, trainings, etc.); stakeholder engagement across industries and communities; strategic communications including through public fora, in coordination with Treasury's Office of Public Affairs; internal and external conferences hosted by Treasury; and the CFIUS annual report required by Congress.
Continually assessing the regulations governing CFIUS and conducting trend analysis to inform potential areas for enhancements or adjustments to regulations, policies, and practices.
Reviewing and editing written work product of policy advisors in the office, and in some cases, drafting original work product, including speeches and testimony of Treasury leadership, executive and departmental rulemaking documents, and information and briefing memoranda.
Assisting the Director in all aspects of managing the dynamic, fast-paced and high-profile work of the office, including working closely with staff and management across OIS; Treasury's Office of International Affairs, Office of the General Counsel, Office of Legislative Affairs, and Office of Public Affairs; other Treasury program offices; other departments and agencies; and the National Security Council.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized experience for the GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for the GS-14 includes:
- Experience assisting with development of policy or strategy recommendations to senior officials/executives regarding international investment proposals; AND
- Experience with analyzing national security implications of investment activity or financial transactions of international businesses or multinational enterprises; AND
- Experience with corporate merger and acquisitions or other corporate transactional and governance documents.
Specialized experience for the GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for the GS-15 includes:
- Experience planning and conducting financial research and analysis used by senior officials/executives to help develop policies or strategies regarding international investment; AND
- Experience developing recommendations for senior officials/executives regarding the various legal, financial, national security or policy implications of particular financial transactions.
- Experience developing policy/strategy legal recommendations for senior officials/executives regarding corporate merger and acquisition or other corporate transactional and governance documents.
