Serves as Security Advisor for the Office of the Under Secretary of Defense for Acquisition and Sustainment Special Access Program Central Office (OUSD (A&S) SAPCO). The primary purpose of the position is to support OUSD(A&S) and the SAPCO Director with objective information and analysis on DoD SAPs by accomplishing a wide variety of tasks related to program security execution and protection of resources.

This position is being filled under Direct Hire Authority (DHA) in accordance with Section 9905, Per 3. Covered Positions c. Direct Hire Authority for Certain Personnel of the Department of Defense, Title 5, USD (P&R) memo of June 23, 2023.

Incumbents typical work assignments may include the following:
Serves as the principal security advisor to the Director, Deputy Director, and staff of the Special Programs Directorate.
Provides technical expertise on personnel, physical, information, and industrial security as they related to SAPs and Sensitive Compartmented Information (SCI) within DoD, serves as the principal OUSD(A&S) point of contact for all inter-agency issues involving DoD SAP security and corresponding Executive Orders or national policies.
Supervises security specialists and contractors.
Responsible for the management and leadership of the security support personnel who oversees individual eligibility for OUSD (A&S) SAP access and processes all requests for access to DoD SAPs requiring OSD coordination, DoD SAPCO and DSD approval.
Manages the preliminary adjudication of Program Access Requests for access to DoD Special Access Programs. Coordinates with Clearance Adjudication Facilities to mitigate discrepancies in personnel security clearances.
Requirements

- May be required to successfully complete a probationary/trial period

- Required to participate in the direct deposit program
- This position is subject to pre-employment and random drug testing
- Employee must obtain/maintain a Special Sensitive (TS/SCI) security clearance.
- This position may require travel away from your normal duty station on military or commercial aircraft.
- Overtime is NOT authorized for this position
- Flex scheduling may be required due to unforeseen urgent mission requirements.

You may qualify at the NH-04 (GS-14/15) level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the NH-03 (GS-13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to:
Defines, integrates, and implements strategic planning activities needed to execute projects and/or studies for a Department of Defense Special Access Program Central Office within established priorities and constraints.
Provides security guidance and/or conducts studies to determine the most efficient and effective approach in executing mission, roles, functions, organizational structures, budgeting, and/or operations of DoD Security Special Access Programs.
Interprets rules, regulations, and procedures involving the spectrum of security programs, policies, and guidance to gather, analyze and present facts, identify problems, evaluate alternatives, and develop innovative solutions to senior management.
Applies DoD and Joint Staff management principles, concepts, and methodologies to analyze security directives, concepts, procedures, guidance, and/or policy.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
