You will serve as a PROGRAM MANAGER (SHIP ALTERATION & MODERNIZATION) in the Material Planning Branch, Engineering and Planning Department-Code 200 of PEARL HARBOR NSY AND IMF.

Duties

You will oversee the planning, coordination, integration and execution of Ship Alteration and Modernization program for PHNSY. You will be responsible for exercising management, budgetary and operational control over the assigned programs. You will furnish program direction for the maintenance and development of accurate planning products to meet production schedules. You will recommend and implement changes in resources to ensure delivery of requisite products to meet critical schedule events despite frequent, unanticipated workload or schedule changes. You will ensure compliance with NAVSEA requirements for benchmarking and direct support services cost and schedule metrics. You will track and monitor the progress of outstanding modernizations for ships and submarines assigned to Pearl Harbor.

  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to successfully complete a pre-appointment physical examination.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • This position requires site visits to production shops and/or onboard ships.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting in the administration of a ship alteration or modernization program by evaluating program activities to accomplish the organization's mission, goals and objectives. Examples of program activities are development of accurate planning products such as work specifications, Job Summaries and Task Group Instructions (TGI's) engineering planning strategies; creation and implementation of project's policies and guidelines; budget planning and execution; and setting and tracking progress milestone.
