Duties
The Servicing Officer (SO) oversees the servicing of VA-guaranteed loans on a nationwide basis. The SO serves as the supervisor of Senior Loan Technicians, Loan Technicians, and Assistant Loan Technicians in the Loan Administration (LA) Value Stream who are involved in monitoring mortgage companies and financial institutions that service loans guaranteed by the Department of Veterans Affairs (VA) pursuant to Title 38, United States Code and protecting the interests of the U. S. Government. The SO ensures that every effort is made to help Veterans, Service members and surviving spouses who are facing financial hardships avoid foreclosure of their home loan. The SO reports directly to the Loan Administration Officer. Duties include the following:

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Time-in-Grade Requirement: Applicants who are current Federal employees have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement
.For a GS-13 position you must have served 52 weeks at the GS-12.
The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If you are a current VBA employee outside the commuting area seeking a reassignment or change to a lower grade via the vacancy announcement, you must currently hold the GS-13 or higher, and the promotion potential of your current position must be at least GS-13.
INDIVIDUAL OCCUPATIONAL REQUIREMENT: This position does have an IOR (Individual Occupational Requirement) that must be met in addition to the Time-in-Grade and regular Specialized Experience qualifications. In order to qualify for this position, you must have experience listed below:
Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.

Experience that demonstrated competence in agricultural, commercial, realty, or other types of loans. Experience may have been gained in such work as reviewing and passing upon applications for agricultural, commercial, bank or mortgage loans; servicing a loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation; or similar work.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Experience is characterized by a thorough knowledge and demonstrated expertise of underwriting practices required in the VA's guaranteed home loan program. Expertise would display advanced understanding of the concepts outlined in the VA Lender's Handbook, VA PAM 26-7 and 38 CFR 36.4337.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
