Duties

You will direct multiple aspects of the organization's Information Technology and Digital Warfare to provide guidance in the following areas: requirements, policy, planning, security, compliance, acquisition, and cost oversight. You will manage and assess enterprise Information Technology systems to secure networks in all domains of information, data, and communications. You will coordinate with internal and external stakeholders to understand strategies and planning efforts for Information Technology networks and systems. You will analyze all areas of the Information Technology program to identify opportunities for process improvement.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area Cyber Policy and Strategy Planner level II within 12 months of appointment.
  • You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.

Qualifications

GS-14 Grade Level: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing strategies, policies, and procedures for IT systems and networks; 2) Overseeing the execution of planning, research and development, acquisition management, budget planning, security, and performance of IT programs; 3) Conducting detailed analysis of IT policies and business processes to assess effectiveness in IT information management, architecture, data management, and cybersecurity; and 4) Using expert technical knowledge of horizontal and vertical system integration to determine interrelationships and interactions among systems. GS-13 Grade Level: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying IT policies to manage diverse IT programs; 2) Drafting technical memorandums, letters, briefs, and other correspondence regarding policies for IT systems and networks; 3) Conducting qualitative and/or quantitative analysis to resolve complex issues affecting IT environments; and 4) Coordinating with technical directors and senior leadership to ensure common understanding, resolution, and implementation of technical programs and issues.
