You will serve as a PERSONNEL SECURITY OFFICER in the Trident Training Facility of TRITRAFAC KINGSBAY.

Duties

You will establish and implement Industrial Security practices to satisfy policy and operational requirements. You will confirm Information Security policies are cost efficient and supportive of DON operational requirements. You will conduct governmental reviews, internal evaluations, or assessments of the overall effectiveness of Personnel Security processes. You will administer and direct the Information, Physical, Personnel, Anti-Terrorism/Force Protection, and Industrial programs according to Dept. of Defense and Navy regulations, instructions, and policies. You will respond to inquiries regarding the implementation and execution of Physical Security guidelines. You will implement innovative methods and techniques to satisfy security policy and operational requirements for security program.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Interpret DoD security regulations according to principles and practice. 2. Administer a Personnel Security Program according to Dept. of Defense and Navy regulations and policies, and current laws. 3. Develop, coordinate, implement, and direct security and antiterrorism (including hostage situations) aspects of crisis management. AND 4. Develop written security orders, standard operating procedures, directives and audit responses to cover all phases of force protection and security enforcement operations. GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Administer all aspects of the security program to safeguard classified and unclassified information. 2. Plan, organize, schedule and manage security and force protection. 3. Analyze existing Antiterrorism/Force Protection plans to recommend new policy and counter measures. 4. Create standard operating procedures (SOPs) for the operation and protection of information, personnel, and assets. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-11:
Successful completion of Ph.D. or equivalent doctoral degree

or

Successful completion of 3 full years of progressively higher level graduate education leading to such a degree

or

Possession of an LL.M., if related

GS-09:
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR
