Duties
Responsible and accountable for assigned program areas including the development, documentation, and operation of both internal processes and administrative/technical controls.
Monitor and evaluate financial systems support to ensure compliance, internal controls, and optimal operating procedures.
Develop standard work processes and the review, preparation and revision of Standard Operation Procedures (SOPs) and Letters of Instruction (LOI).
Manages and directs analytical support provided to the Accounts Payable organization.
Plans, schedules and coordinates projects which cross over major functional organizations to include Entitlement, Maintenance, and Funds Requirements.

- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

Qualifications
For the GS-12: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience is defined as: Performing extensive financial management analysis and evaluation of automated financial systems, governing policies, business procedures, and regulations to ensure the efficiency and effectiveness of operations; and providing professional advice, assistance, and information to customers and less senior staff.
Education
Education is not substitutable for specialized experience at this grade level.
