The Office of Management and Budget's (OMB) Budget Review Division (BRD) is a component within the Executive Office of the President that helps Federal departments and agencies implement the commitments and priorities of the President. OMB is seeking candidates for a Budget Preparation Specialist (Printing) position.
The BRD has four branches and coordinates preparation and production of the President's Budget, monitors action on budget-related legislation, and supports budget execution.
Duties
As a Budget Preparation Specialist (Printing), GS-0501-13/14, your typical work assignments may include the following:
Manages the annual production of the documents that make up the Budget of the United States Government: Using a variety of specialized computer applications, prepares budget document materials; electronically typesets materials for final review; ensures documents meet Machine-readable File requirements and Section 508 compliance; prepares documents for submission to the Government Printing Office (GPO) for final printing and production.
Advises Division management on the production schedule requirements of the President's annual Budget, including timing considerations involved in ensuring production of the Budget documents consistent with meeting the statutory transmittal date.
Serves as the primary architect of OMB's publishing systems: Works with OMB and GPO staff to utilize software, processes, and techniques to facilitate the publication of OMB documents. Anticipates and prepares for changes in OMB's publishing requirements.
Examines new processes, techniques, hardware, and software for suitability for OMB's publishing requirements. Recommends acquisition of new equipment or changes in processes or procedures, as appropriate.
Contributes to the preparation of the President's annual budget. Reviews agency budget submissions for technical/conceptual accuracy and consistency; monitors the development of the computer data base supporting the budget, ensuring accuracy and completeness; coordinates scheduling and support for the OMB and Presidential budget reviews.
Monitors congressional action on appropriations bills. At each stage of congressional activity, assesses the effect of the Congress actions on the President's budget and provides the Director and other policy level officials with information.
Compiles and analyses revised budget estimates of government agencies for public release in the summer (as required by the Congressional Budget Act of 1974).
Qualifications
In order to qualify for the Budget Preparation Specialist (Printing) position, you must meet the following minimum qualifications:
FOR THE GS-13 LEVEL:
Specialized Experience: Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-12 grade level in the Federal service, performing the following duties:
Executing the design, preparation, and production of print or electronic documents, utilizing programs, such as, digital image production large format printing, scanners, and various desktop publishing hardware and software;
Utilizing a variety of equipment and computer software for the design, preparation, and production of documents and/or printing materials for production, such as, digital image production large format printing, scanners, and various desktop publishing hardware and software; and
Make recommendations for improving the presentation and visualization of data in the publications and other documents.

FOR THE GS-14 LEVEL:
Specialized Experience: Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-13 grade level in the Federal service, performing the following duties:
Managing the execution of year-round printing and electronic publishing requirements using a variety of specialized computer applications, such as, digital image production large format printing, scanners, and various desktop publishing hardware and software;
Designing, preparing, and producing a wide variety of printed and electronically published documents, which includes the planning of production methods, technical specifications and processes, scheduling, cost and distribution requirements;
Using a variety of specialized computer applications to prepare publication document materials for final review; and
Managing printing processes across several groups within an organization in order to ensure critical projects are completed on time and with a consistently high print quality.
