This position is located in the Health Resources and Services Administration, HIV/AIDS Bureau, Division Of Policy and Data, Policy Development Branch. Duties

This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives. As a Supervisory Public Health Analyst, Policy Branch Chief your major duties and responsibilities include: Serving as a key representative of the Division and establishing the organization as a primary and credible source of information regarding policies, activities, and issues related to the organization's core business. Performing the administrative and human resource management functions relative to the staff supervised. Analyzing complex public health policies and programs that are sensitive to the special needs and concerns of Ryan White HIV/AIDS Program and Ending the HIV Epidemic in the U.S. recipients, providers, and clients to advise senior management on public health policies, operations, products, and service. Working with the Division Director in the formulation and/or prioritization of program goals, objectives, and broad operating policies. Providing expert analysis and synthesis in support of those responsible for answering Congressional and constituent organization requests, including controlled correspondence, email, telephone, and other immediate requests that are highly sensitive and complex, and ensuring that responses are consistent with the organizations mission and goals. Providing an effective planning, policy, legislative, and regulatory framework for the agency's strategic approach to interaction with policy stakeholders. Collaborating with others, briefing senior management at HRSA, HHS, and the legislative and executive branches, as appropriate, on relevant public health and other policies. Requirements

  • U. S. Citizenship is required.
  • All qualification requirements and time-in-grade must be met by the closing date of this announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
  • Males ages 18 through 25 must be registered with the Selective Service.
  • PHS Commissioned Corps applicants must submit current personnel orders.
  • A one year supervisory probationary period may be required.
  • Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)

Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that your resume experience demonstrate that you possess the following competencies: 1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. 2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. 3. Knowledge of a specialized public health program. 4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions. 5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. In addition to the above five Public Health competencies, in order to qualify for this position,your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to next lowest grade of this position. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. GS-14: In order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. Examples of the minimum qualifying specialized experience equal to the GS-13 level include the following types of tasks performed on a regular and recurring basis: 1. Evaluating the impact of organizational goals and operational plans related to HIV/AIDS public health programs. OR 2. Managing public health related operational and policy processes and procedures for HIV/AIDS programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. HIV/AIDS PROGRAMS - Knowledge of the concepts and principles of HIV/AIDS programs (e.g. Ryan White, PEPFAR, etc.); addressing legislation impacting HIV care and treatment services to people living with HIV and collaboratively working with cities, states, and local community-based organizations. HEALTH PROGRAMS AND POLICY ANALYSIS - Analyzes, interprets and explains the health impacts of programs, policies, proposals and legislation. PLANNING AND EVALUATING - Organizes work, sets priorities, and determines resource requirements; determine short- or long-term goals and strategies to achieve them: coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
