This position is located in the Department of Homeland Security (DHS), Office of Biometric Identity Management.
The primary purpose of this position is to serve the International Program Manager within the Identity Operations Division The Office of Biometric Identity Management is devoted to supporting global security through interoperable biometric identification solution and information sharing.
Non-BU: This is a non-bargaining unit position.
Duties
As a Program Manager (International Engagement), GS-0340-15, your typical work assignments may include:
Primary responsibility is the coordination of technical and operational international and domestic stakeholders and facilitate the bilateral biometric and biographic information sharing between the United States and close partner countries, including current or future participants in the Visa Waiver Program (VWP).
Plans, manages, and oversees the implementation and operationalization of international biometric and biographic sharing efforts with new and existing international partners.
Manages the formulation and development of technical and operational procedures governing the execution of international identity operations functions and advises supervisory staff regarding execution of international business operations, processes, methods, and procedures.

Qualifications
Specialized Experience:
You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government or equivalent private sector experience. For this position, specialized experience is defined as:
The ability to supervise the exchange of biometric, biographic and immigration data sharing between the department and other government agencies.
Ability to screen and approve entry/exit operations of people into and out of the United States through established air, land, and/or seaports of entry (POE)
Providing support in the biographic status monitoring of foreign nationals during their stay in the United States in support of OBIM, USM and DHS strategies.
There is no educational substitution at this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
