Duties
This position is located in Intelligence, Intelligence & Analysis (I&A), Operations Support (OS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). You will serve as the Senior Intelligence Officer equivalent to DHS Senior Level and Defense Intelligence Senior Level (DISL) leaders and other Intelligence Community (IC) agency SL equivalents, on highly complex and challenging intelligence programs, projects, and operations.
Duties include:
Serving as a technical expert and principal intelligence leader who analyzes open source, single source, multi-source, and all source intelligence reporting, along with varying and complex information reporting on threats to transportation, the homeland and national security, and other data specific to the TSA mission; Identifying, analyzing, assessing, and predicting trends and/or emerging threats to transportation; and Identifying intelligence gaps, and overseeing formulation of information requirements to assist in closing gaps.
Serving as senior intelligence advisor, consultant, and senior intelligence integration lead for TSA I&A who advises executive leadership up through the Assistant Administrator (AA) and other Senior Executive Service (SES) members on analyzing, forecasting trends and formulating effective intelligence integration and information sharing policies, procedures and programs coordinating with TSA/DHS Field Intelligence and Operations, TSA/DHS HQ, IC, other USG and Foreign Partner Departments/Agencies and industry operations.
Advising other I&A intelligence analysts, senior leaders and executives on intelligence initiatives, policy, requirements and matters specific to the USG IC as well as non-title 50 (non-IC) intelligence organizations.
Serving as the subject matter expert and senior intelligence integration lead representing TSA at national-level interagency senior level meetings, conferences, etc. with the IC, and non-IC agencies.
Serving as senior reviewer and briefer of intelligence threat briefing materials to Congress, DHS, external agencies, industry, and executives including regular, recurring briefings to the Administrator and TSA SLT, to ensure consistency and briefer awareness of subtleties across audiences.
Conducting outreach, engagement and integration with other chief of intelligence senior leaders across DHS, IC, other non-IC agencies, and other industry and academia to actively identify and assess potential emerging threats that have sector overlap and implications.
Qualifications
To qualify for the SV-L Pay Band, you must have one year of specialized experience at the SV-K Pay Band or GS-15 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as at minimum K-band/GS-15 level or equivalent experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience is defined as K-band/GS-15 level equivalent or higher and demonstrated in the resume:
Advanced knowledge and experience overseeing, monitoring and analyzing open source, single source, multi-source and all source intelligence reporting, along with varying and complex information reporting on threats to or impacting transportation, the homeland and national security; and
Experience engaging, coordinating, and providing intelligence information to senior Intelligence Community members, Field Operations and/or senior stakeholders, such as: transportation industry; Law Enforcement Officials; and/or State, Local, Territorial and Tribal (SLTT) stakeholders; and
Experience establishing agency to agency relationships and/or agreements at the senior executive or senior leader level with other intelligence organizations to coordinate and collaborate on national level threat and security concerns; and
Advanced knowledge and experience with the U.S. Intelligence Community.
Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
