This position is the Program Analyst providing support to all Quality, Safety, & Value (QSV) For John J. Pershing VAMC. This position provides a high level department programs by gathering information, identifying, and analyzing issues, and developing recommendations to resolve problems.

MAJOR DUTIES:
Data Management and Statistical Analysis and Display:
Performs a wide range of data and information analysis as it pertains to QSV Service programs. Creates a variety of highly specialized reports, graphs, presentations, and written materials to assist in healthcare operations activities, strategic planning, revenue generation, cost validation, resource management, and expenditure management.
Extracts data from internal and external collection points to develop comprehensive systems designed to trend data and show information over time as it relates to compliance for multiple factors.
Reconciles merged data from various reports and develops statistically reliable methods and strategies to connect missing data elements. Searches for, selects, and evaluates data and determines the appropriateness for inclusion in reports. Develops and implements methods and procedures for collecting, processing, compiling, editing, and analyzing administrative, financial, and clinical data. Analyzes spreadsheets and data to pinpoint data trends and develop recommendations for courses of action to improve or sustain processes. Utilizes individual judgement to determine the most appropriate means to display the data to ensure it is meaningful to those viewing the data.
Management and Program Analysis:
Analyzes and prepares program status reports for review at all levels within the QSV and the VA Poplar Bluff Health Care System (VAPBHCS). Develops and deploys systems of internal monitoring to identify potential organizational risks.
Collects data, analyzes results and maintains systems to determine the effectiveness of programs or operations in meeting established goals and objectives and assist in the development of processes to improve workflow and service delivery.
Effectiveness Studies & Analysis:
Conducts specialized studies using both traditional and novel statistical approaches and data collection methods to resolve a variety of problems that affect broad compliance program operations; and to identify, analyze and report on compliance-related risks and issues.
Documents and reports on trends and frequency of non-compliance with directives.
Conducts and coordinates investigations in areas of concern and specific non-compliance with VHA directives.
Monitors facility compliance to identify non-conformance with established standards.
Contract Compliance/SharePoint/LEAF :
Conducts and/or assists in the compliance monitoring process including internal auditing of
Organizational clinical contract compliance, quality, and accuracy.
This work includes the development, implementation and monitoring functions associated with all areas of compliance.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/23/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-09:
Specialized Experience: One-year of specialized experience equivalent to at least the GS-07 grade level. Examples of specialized experience would typically include but are not limited to knowledge of, and skill in applying standardized principles, practices, and procedures of clinic profile management, and program management sufficient to: comprehensive working knowledge of applicable public laws, VA regulations, and national , VISN an d facility directives, legal decisions and state laws; In-depth practical knowledge of all VA scheduling packages and ambulatory data capture applications, Fileman, and other applications pertinent to outpatient clinic profile management and data collection; Knowledge, experience and innovative skill to evaluate and analyze processes and procedures with multiple variables, problem-solve and apply mature judgment to make complex independent decisions; Ability to work independently; Ability to effectively multi-task; Knowledge and skills to effectively communicate; Knowledge and skills on how to locate, extract, interpret and generate reports of various natures for various Facility services.. OR,
Education: Master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D, if related OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the Master's or equivalent graduate degree level.
GS-11:
Specialized Experience: One-year of specialized experience equivalent to the GS-09 grade level. Examples of specialized experience would typically include, but are not limited to having comprehensive knowledge of applicable public laws, VA regulations, and national, VISN and facility directives, legal decisions and state laws dealing with care, policies, procedures, and precedents regarding scheduling, clinic profiles, ambulatory data capture, workload, billing, DSS (MCA) identifiers and ACA principles; Ability to locate an interpret appropriate applicable regulations; thorough knowledge of insurance intake processes, specialized medical billing programs and knowledge of how they interrelate to the VA healthcare system services and programs; Knowledge, experience and innovative skill to evaluate and analyze processes and procedures with multiple variables, problem solving and apply mature judgment to make complex independent decisions with ramifications across a continuum; Ability to work independently; Ability to effectively multi-task with multiple departments and assignments; Knowledge and skills to communicate effectively with a wide variety of professional and non-professional individuals to facilitate a liaison between services; Knowledge and skills to locate, extract, interpret and generate reports of various natures for various Facility services; Knowledge of various software applications and databases to develop reports and manage data.

Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. Working with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. You may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
