The Supervisory Management and Program Analysis Officer serves as Chief, Learning Resources Service for the John J Pershing VA Medical Center, Poplar Bluff, Missouri and reports to the Medical Center Director. The incumbent is responsible for the administrative and supervisory functions of the Learning Resources Service and serves as the facility's Designated Learning Officer (DLO).

Duties

The incumbent serves as a Supervisory Management and Program Analysis Officer and has the responsibility and skills associated with the position that extend from direct supervision of staff to the design, development and delivery of organization-wide interventions to improve performance, learning, and change initiatives throughout the facility. Development and Implementation of Programs, Policies, and Procedures: As the LRS chief, the position administers and oversees all workforce development, training, veteran health education, health promotion disease prevention (HPDP), and system redesign initiatives at the John J. Pershing Veterans Affairs Medical Center. This includes oversight of programs such as New Employee Orientation, Succession Planning initiatives, clinical staff education, health promotion, disease prevention, Veteran health education, simulation education, resuscitation education initiatives, student affiliations and internships, coaching and mentoring, Talent Management System (TMS), system redesign, and performance improvement programs. Duties include formulating and analyzing new or revised policy covering a variety of education, clinical, and administrative programs, activities, or functions for which the agency has responsibility to assure compliance with regulations and compatibility with the agency mission and responsibilities. Provides guidance and advice on the implementation of education, systems redesign, cultural, or change programs, projects and activities, and on the problems and issues encountered within those activities. Designs programs by analyzing the need for resource, system, facility, or developmental changes and prepares proposals to the MCD on methods for improvement factoring in facility financial and resource impact. Ensures that organization development efforts are aligned with facility, VISN, and national strategic goals and objectives and provides ongoing advice to senior leadership on improvement and development recommendations, alignment, and prioritization. Coordinates system redesign and educational program/project activities such as meetings, conferences, information gathering, and negotiations, and/ or promotes those programs/ projects through participation in agency operational or planning meetings or similar activities, where the incumbent publicizes program accomplishments and solicits support and cooperation necessary to ensure program success. Development of Criteria: Independently develops, analyzes and interprets criteria and resulting data to determine the quality and effectiveness of medical center programs and processes in addition to assessing the Learning Resources service programs. Develops and implements reporting procedures and measurements at various points in the transaction process or business cycle to identify problem areas or inherent weaknesses in work processes/procedures, information systems and content. Work Schedule: Monday - Friday 7:30 am - 1600 Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/29/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of planning, coordination, and execution of business functions, resource allocation, and production; Expresses ideas and facts to individuals or groups effectively; makes clear and convincing oral presentations; listens to others; facilitates an open exchange of ideas; Knowledge of the principles, procedures, and tools of data management, such as modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data disposal, and data standardization processes; Knowledge of employee development concepts, principles, and practices related to planning, evaluating, and administering training, organizational development, and career development initiatives; Objectively analyzes and evaluates an issue in order to form an opinion/judgment/conclusion; Uses logic and reasoning to research, interpret and apply information such as regulatory and/or procedural guidance; Identifies the strengths and weaknesses of alternative solutions, conclusions or approaches to problems; Integrates information into development of a resolution. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: No special physical demands such as above average ability, dexterity, or strength are required to perform the work. Work is sedentary and the employee may sit comfortably.
