Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 08/28/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-9 Specialized Experience: Candidates must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized: Strong analytical skills, knowledge of regulations and policies which affect the MCA structure. Knowledge of statistical techniques, medical center operations. Provides knowledge management and analytical skills for potential programmatic changes that could significantly enhance patient care, patient safety, overall efficiencies and/or cost effectiveness. Analyzes existing automated and manual systems to determine the type of financial and clinical information available. OR, Education: Candidates may substitute education for the experience required for the GS-09 level. Must have successfully completed a master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D. (if related), obtained in an accredited college or university. OR, Combination: Candidates may also combine education and experience to qualify at the GS-09 level. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the GS-9, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. For example, the position to be filled is a Program Analyst, GS-343-9. An applicant has 6 months of specialized experience equivalent to GS-7 and 1 year of graduate level education. The applicant meets 50 percent of the required experience but none of the required education, since he or she does not have any graduate study beyond that which is required for GS-7. Therefore, the applicant meets only 50 percent of the total requirement and is not qualified for the position. (The applicant's first year of graduate study is not qualifying for GS-9.) GS-11 Specialized Experience: Candidates must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized: Articulates comprehensive knowledge of clinical and administrative practice, computer technology and health care administration, statistical analysis, cost analysis, and correspondence to management. Strong analytical skills, knowledge of regulations and policies which affect the MCA structure. OR, Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Candidates may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. You will be rated on the following Competencies for this position: Analytical ThinkingCommunicationComputer SkillsCost Accounting Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).
