Duties
Interprets national program policy and develops State-level policy guidance and program materials; researches and assesses legal findings/rulings related to NEPA to determine trends and provide guidance.
Provides technical and operational assistance for statewide and regional management efforts dealing with NEPA process implementation, and represents the BLM in statewide, regional, BLM-wide NEPA matters as designated by the State Director.
Provides proficiency in Project Management for the Planning and NEPA Program related in matters dealing with strategic performance and budget planning, technical training and information sharing for Project Management.
Project Manager/NEPA Specialist on interdisciplinary teams, ensures that NEPA processes are completed in a timely manner and the related documents are of high quality and in compliance with current regulation, policies, goals, and direction.
Provides oversight and review of all analysis and documentation components.
Principal state office contact for liaison and activity coordination with other federal agencies, political subdivisions of the state and other units established for coordination with resource planning, zoning, or land use regulation authority.
Provide advisories to field offices and State Office program specialists on developments in protests, appeals and litigation that may impact field office decision making processes and procedures.

Qualifications

At the GS-13 Level: One (1) year of specialized experience equivalent to at least the GS-12 level in Planning and Environmental work related to Natural Resource Programs. Examples: experience with land use and multiple use resource management planning; being a lead or member of an interdisciplinary team working on planning and environmental analysis processes, principles, and practices; reviewing planning and NEPA documents to ensure they read smoothly and correctly; review of environmental documents to insure compliance with applicable laws and regulations; work with public land resource values, issues, or controversies; assisting in developing public land-related planning strategies and procedures; budget and programming along with planning, professional writing, and policy development; and experience with program technical guidance along with monitoring and performing program audits.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
