The primary purpose of this position is to serve as a Critical Asset Risk Management Information Operations Analyst, responsible for providing technical analysis and guidance in matters relating to information management issues that involve a wide range of IT projects that extend and apply to an entire organization or major components of an organization's mission.
Duties
Participates in CARM and mission assurance activities as required and serves as one of the focal points for Critical Asset Risk Management cyber and communications issues.
Assesses policy needs and develops policy and procedures governing risk management of communications/cyber critical assets activities.
Participates in conducting assessments to include preparation and post assessment follow up in support of Joint Staff, AF, and MAJCOMS as needed.
Plans, organizes, coordinates, and participates in mission assurance training events, conferences, and meetings.

Qualifications

EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes utilizing a wide range of IT principles, policies, methods, and hardware/software to assess the organization's IT critical infrastructure and recommend courses of action to mitigate and remediate risk; assessments, inspections, and surveys that require the collection and analysis of data to provide a risk decision that will include mission dependency analysis; processing techniques, heterogenous networked environments, and interworking techniques; the organization's policy and planning formulation process along with its missions, goals, and objectives to prepare IT policies and plans; management requirements to provide recommendations on development of new software versus purchase off-the-shelf programs; and IT policies and plans to assess the impact of changed policy and emerging technology on the organizations current Comm/Cyber critical infrastructure plans and programs.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of Communications/Cyber principles, concepts, and methods; Knowledge of Air Force's policy and planning formulation process along with its missions and objectives to prepare IT policies and plans.
Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements; Knowledge of system architecture, integration techniques, and testing methods.
Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgements; Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements; The ability to effectively communicate written and orally to a diverse audience.
Comprehensive knowledge in areas of communications and information and computer security; Knowledge of Government Purchase Card (GPC) duties/responsibilities to include processing payments.
Specialized knowledge in communications equipment, systems, services, and transmission media associated with the interoperability of systems such as Land Mobile Radio (LMR) systems; Integrated Digital Network Exchange (IDNX); Digital Communications Satellite Subsystem (DCSS); Defense Satellite Communications System (DSCS) Standardized Tactical Entry Point (STEP); Nonsecure/Secure Internet Routed Protocol Network (NIPR/SIPRNET); Ground Mobile Forces (GMF) communications; and the Defense Information Systems Network (DISN), to include associated physical plant support systems such as commercial and generator power systems, uninterrupted power systems (UPS), heating, ventilation, and air conditioning (HVAC) and security access systems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
