About the Position: This position serves as a Program Analyst (Capability Development) within the Combined Arms Center (CAC), Fielded Force Integration Directorate (FFID), TCM Echelons Above Brigade Division, Fort Leavenworth, KS.
Note: Position will be filled at the GS-11 level. The incumbent may be non-competitively promoted pending time-in-grade requirements and demonstrated ability to perform the next level/grade duties. The full performance level for this position is GS-13.
Duties
As a Program Analayst (Capability Development), you will perform the following duties which is not an all-inclusive list:
Serve as requirements analyst project leader for combined arms formations, performing a broad range of analytical assignments, developing methodologies, and evaluating the effectiveness of Army mission command projects.
Develop and manage shortfalls and emerging requirements leading to doctrine, organization, training, materiel, leadership and education, personnel, facilities, and policy (DOTMLPF-P) solution sets.
Make recommendations on projects regarding key issues to be addressed, questions to be answered, alternative methods to accomplish each project, method for analysis, and adequacy of the work of team members.

- Must be able to obtain and maintain a Secret security clearance.
- Business Travel/TDY required up to 25%

Specialized Experience: One year of specialized experience which includes performing a broad range of analytical assignments and techniques used in the capabilities integration processes. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Business Management or Public Administration. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-9).
