About the Position: This position serves as a supervisor and provides oversight of staff assigned to the Military Correctional Complex, United States Disciplinary Barracks (USDB) and the Midwest Joint Regional Correctional Facility (JRCF). The work requires frequent, direct/indirect contact with inmates convicted of offenses against the punitive articles of the Uniform Code of Military Justice. Duties

As a Supervisory Correctional Program Specialist, you will be responsible for: Assign work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees. Formulate recommendations for USDB/JRCF regulations, standing operating procedures (SOP's), policies mission objectives and organization design. Continuously assess the quality of the processes and services offered by the Directorate. Oversee the USDB/JRCF food service, laundry, supply, mail, personal deposit funds, and grounds and maintenance operations. Monitor the Directorate budget and ensure compliance with the Command budget guidance. Execute the Directorate budget within established funding levels and recommends reprogramming actions to meet unforeseen requirements or changes in operating conditions. Serve as the alternate Contracting Officer Representative (COR) for the Directorate.

Requirements

  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires the employee to pass a Criminal History Background Check. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense.
  • This position requires the employee to undergo screening for tuberculosis prior to entry on duty and annually thereafter.
  • IAW The Prison Rape Elimination Act, the MCC may not hire or promote anyone who may have contact with inmates, has engaged in sexual abuse in a prison, jail, lockup community conferment facility, juvenile facility, or other institution.
  • The incumbent of this position will comply with all provisions of the 15th MP BDE Regulation 190-3, Rules of Conduct and ACC Policy Letter #17, Standards of Conduct.
  • The Army Corrections Command Pre-Service Training program and a minimum of 40 hours of training annually thereafter to maintain security and control of inmates, appropriate staff/inmate interaction and understanding the rules of inmate conduct.
  • Personnel who enter the Military Corrections Complex (within or outside the fence line) consent to inspection of their person and property, including their vehicle.
  • All confinement facility personnel shall have no civilian felony convictions or court-martial convictions for any offense with a maximum authorized sentence to confinement of over one year.
  • Section 639 of Public Law 106-554 requires agencies to remove law enforcement officers from employment as law enforcement officers if they are convicted of a felony.
  • Department of Defense Instruction, Number 1325.07 states all confinement facility personnel shall possess a high degree of maturity.
  • A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • The work is performed within the secure area of the facility where the employee must be prepared to defend oneself, or others, against physical attack at all times.
  • The work environment is located in the secured area of the facility and requires frequent, direct/indirect contact with inmates convicted of offenses against the punitive articles of the Uniform Code of Military Justice.
  • Inmate contacts expose the employee to daily stress and the threat of potentially dangerous situations such as verbal and/or physical attack or disturbances by the inmate population.

This experience must have been gained in an administrative position, or in other positions that included the successful direction, or assistance in the direction of, an entire correctional program or a major phase of such a program. You must have 1 year of specialized experience equivalent to the GS-12 level in the Federal Service which includes assisting with the direction and operations of correctional institutional services programs (food service, laundry operations, ground and maintenance, supply, mail, etc.); providing oversight to custody and security within assigned organizations.
