About the Position: This position is responsible for providing both technical and administrative oversight of staff assigned to both the United States Disciplinary Barracks (USDB) and the Midwest Joint Regional Correctional Facility (MWJRCF). Moving expenses are NOT authorized, based on a determination that a move is not in the Government's interest. Recruitment, relocation and/or retention incentives MAY be offered for this position.

Duties

Incorporate the Prison Rape Elimination Act (PREA) standards into facility policies, procedures and practice, and works toward re-certification of the facility through the Department of Justice. Provides direct management and facility oversight to correctional programs including logistics; medical and mental health; inmate administrative records; and religious, vocational, educational, recreational and other rehabilitative programs. Provide oversight for daily requirements, projects, and operations as well as medium and long range planning. Formulate and submit recommendations for USDB regulations, standing operating procedures (SOP's), policies mission objectives and organization design. Implement the JRCF short and long range goals and objectives, including regulatory and accreditation requirements. Assign work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees. Make recommendations for changes in organizational structures, including requirements and authorizations for personnel and equipment. Manage organization inspection processes to ensure objectives and standards of the program are met.

Requirements

  • Criminal History Background Check required.
  • Submission of a Financial Disclosure Statement, OGE-450 upon entering the position and annually required.
  • Screening for tuberculosis upon appointment and an annual re-evaluation required.
  • All facility personnel shall possess a high degree of maturity and emotional stability and have no civilian felony convictions or court-martial convictions for any offense with a maximum authorized sentence to confinement of over one year.
  • Temporary duty travel (5% or less) away from the normal duty station.
  • Must possess or be able to obtain and maintain a Secret security clearance.
  • This position requires contact with inmates convicted of offenses against the punitive articles of the Uniform Code of Military Justice.
  • One year supervisory probationary period may be required.
  • The incumbent of this position will comply will all provisions of the 15th MP BDE Regulation 190-3, Rules of Conduct and ACC Policy Letter #17, Standards of Conduct.
  • This position requires the employee to complete the ACC Pre-Service Training upon employment and complete a minimum of 40 hours of training annually thereafter.
  • Personnel who enter the Military Corrections Complex consent to inspection of their person and property, including their vehicle, at any time their property or vehicle is within any area under the control of the USDB or MWJRCF.
  • IAW The Prison Rape Elimination Act, the MCC may not hire or promote anyone who may have contact with inmates, has engaged in sexual abuse in a prison, jail, lockup community conferment facility, juvenile facility, or other institution (42 USC 1997).

This experience must have been gained in an administrative position, or in other positions that included the successful direction, or assistance in the direction of, an entire correctional program or a major phase of such a program. AND In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience required: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience assisting with the direction the operations of correctional institutional services programs (food service, laundry operations, ground and maintenance, supply, mail, etc.); providing oversight to custody and security within assigned organizations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: CommunicationsLeadershipProgram ManagementTechnical Credibility Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
