Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, Training, Morale, Wellbeing and Resiliency Division, International Field Office, Preclearance Operations, located in Ashburn, Virginia. This Office will be transitioning to the International Operations and Advisory Directorate (IOAD) in the near future.
Duties
This position starts at a salary of $112,015.00 (GS-13, Step 1) to $172,075.00 (GS-14, Step 10) with promotion potential to $172,075.00 (GS-14 Step 10).

Typical duties include:
Overseeing the overall planning, direction, and timely execution of a program or several program segments, each of which is managed through separate subordinate organizational units.
Defining critical quality factors, process improvements on key initiatives that result in significant improvements in service delivery, reduced operational unit costs, increased quality, and reduced process cycle time.
Providing technical advice on strategic issues; collaborating with other Program Offices across CBP and other components within DHS to improve end-to-end processes throughout the Program Office/component, or equivalent organization by utilizing various analytical methodology including statistical methods and tools, mathematical techniques, and process mapping.
Working with senior leadership as a change agent in assuring, directing, and performing the steps necessary to create business cases within established budgets and timeframes.
Identifying and resolving, as applicable, unique issues where no policy exists, taking innovative actions to address new needs and/or issues.
Qualifications
Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Managing a professional, technical, or administrative program or program segment that had regional/multi-state impact and providing expert advice on program issues to officials of your organization;
Identifying problems and developing and implementing solutions;
Facilitating the organization's accomplishment of its primary mission or program administered nationwide;
Maintaining contact and liaison with appropriate personnel to maintain awareness of policies, regulation and technological changes
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Preparing status reports and identifying cost, schedule, and performance issues and delivering briefings to senior audiences on various program issues.
Analyzing and evaluating existing, new, and emerging functional program requirements and recommending process improvements; coordinating a wide variety of comprehensive studies and detailed analyses of complex functions and processes relating to long-term and short-term program planning with internal and external stakeholders.
Developing, coordinating, and implementing organizational goals, objectives and strategies ensuring that milestones are met and communicated.

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 11/21/2023.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
