You will serve as a HUMAN RESOURCES SPECIALIST (EMPLOYEE RELATIONS) in the HUMAN CAPITAL OFFICE of NAVY SYSTEMS MANAGEMENT ACTIVITY.
Duties
You will provide expert advice and assistance to top management officials and supervisors at all levels on employee relations matters.
You will engage in pre-action investigation activities, research pertinent laws, case law/decisions, and policies and ensure consistency with past Command practices.
You will work with management to prepare and compile relevant supporting and other case documentation for inclusion in the case file.
You will advise management officials on all phases of the performance appraisal process including developing performance plans, conducting mid-year reviews, completing final appraisals, and rewarding employees for high quality performance.
You will develop and conduct training for a variety of topics including Adverse Actions and Discipline, Grievances, Performance Management, and Reasonable Accommodation.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of HR Specialist (Employee Relations) specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as the following:
1) Preparing Requests for Personnel Actions (RPA) on a number of transactions (position reviews, recruit actions, resignations, and change in duty, reassignments, and awards).
2) Consulting and/or advising management in the areas of Employee Relations
3) Interpreting employee relations procedures, practices, policies, and guidelines.
4) Reviewing employee relations program activities and providing advice on complex and multi-faceted issues.
5) Ensuring that task management, internal control processes and procedures for carrying out administrative functions meet the requirement of productivity and effectiveness on behalf of the Chief of Staff Office.
