You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST (EMPLOYEE RELATIONS) in the CORPORATE OPERATIONS DIRECTORATE of NAVAL SYSTEMS MANAGEMENT ACTIVITY.

Duties

You will serve as a supervisor for the Employee Relations function. You will analyze personnel and human resources laws, regulations, and directives originating from a variety of sources such as but not limited to OPM, DoD, and the Merit Systems Protection Board. You will provide advisory services regarding employee relations issues to staff and develop solutions to complex problems with command-wide impact. You will advise on disciplinary measures, which includes the preparation of counseling, proposal, and decision letters. You will attend meetings at DoD, OPM, and other Federal agencies regarding matters of Employee Relations. You will perform a wide range of supervisory functions such as adjusting priorities, assigning work, evaluating work, and providing instruction on work and administrative matters.

Requirements

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Advising and guiding management in correcting and addressing performance deficiencies, misconduct and leave abuse; 2) Providing advice on regulatory requirements, agency policies and practices on disciplinary actions, removals and suspensions; 3) Resolving grievances, appeals, and other employee relations matters and programs; and 4) Researching conduct and performance program issues for federal employees.
