You will serve as a Supervisory Human Resources Specialist within NAVY SYSTEMS MANAGEMENT ACTIVITY.
This position is in the excepted service and does not confer competitive status.
Duties
You will perform a full range of supervisory duties for the Operations Branch which is comprised of HR Specialists up to the GS-201-13 level and HR Assistants up to the GS-203-9 level.
You will serve as the Activity- wide focal point responsible for advising top management and subordinate management levels on recruitment, examination, and selection.
You will make suggestions and offer advice concerning the best qualified candidates for high profile positions in keeping with the Agency's staffing goals and programs
You will plan work to be accomplished by the team, set and adjust short term priorities, selective consideration of difficulty and requirements of assignments and capabilities of the employee.
You will develop performance standards and evaluate work performance of subordinates; give advice; counsel or instruction to employees on both work and administrative matters.

Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-XX) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as the following;
advising on recruitment, staffing, and compensation regulations;
providing advice on hiring flexibilities, hiring authorities, and incentives for recruitment, relocation, and retention;
reviewing and making recommendations on HR policy and procedures; and
resolving complex staffing and recruitment issues.
