You will serve as a Human Resources Director (HRD) for NAVY SYSTEMS MANAGEMENT ACTIVITY (NSMA). You will provide effective personnel management and equal opportunity advisory services to all customers in the accomplishment of their missions. You will provide services to an excepted service workforce of approximately 1,000 employees at Headquarters in Washington, DC, six field activities and other special access programs nationwide.
Duties
You will plan and direct the operations of the Human Resources Office (HRO), providing advice and guidance on the full spectrum of human resource management issues to a large, complex, multi-mission customer base.
You will support line managers who are responsible for providing credible and affordable strategic solutions to the warfighter.
You will serve as senior advisor to the Director of Civilian Human Resources Branch, as well as Program Officers, Program Managers, Directors, Special Assistants, and Field Activity Commanders.
You will analyze proposed changes in operations, assess the impact on personnel program requirements, and advise or guide managers in the most effective personnel management.
You will analyze work force and labor market trends, coordinating with compensation office within the strategic workforce
You will develop and recommend policy and program initiatives to address problem areas.
You will plan, design, and administer a complete personnel management program designed to meet the needs of each Program Manager and Director.
You will promote and support initiatives to assess manpower and skill requirements and to devise strategies to achieve human capital goals, in coordination with the human capital division.
You will work through subordinate staffing specialists to plan, develop, and administer programs to achieve effective and timely staffing outcomes.
You will provide a comprehensive compensation, classification, and position management program that is designed to ensure fulfillment of Command objectives.
You will provide direction for the administration of an effective Equal Employment Opportunity (EEO) program, in coordination with the Director, EEO.
You will develop and maintain training and education programs in support of activity and high level personnel management objectives.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: staffing and recruitment, position classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; or providing input for the strategic planning of human capital resources for an organization.
