The primary purpose of this position is to serve as a first level supervisor and Executive Officer, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Command Section of Mission Support Group for an AFRC unit.
Duties
Plan, organize, and direct the activities of programs and initiatives with the Group, ensuring that programs and initiative of the Group and the Commander's Support Staff (CSS) complies with legal and regulatory requirements and meets customer needs.
Exercise supervisory personnel management responsibilities.
Represent the Group Commander and serves as Executive Advisor on programs and initiatives within the Mission Support Group with a variety of installation and functional area organizations.
Represent the senior Air Reserve Technician (ART) concerning group plans, special events, projects, etc., to communicate senior ART's policies and to explain the interests of the group in regard to local activities or projects.
Manage group resources for executive support, services and activities.
Maintain oversight of and has overall responsibility for the inspection program as it relates to the group and directs the conduct of inspection activities.

- This is a TERM position not to exceed (31-JAN-2027).
- This is an obligated position to which an employee has Return Rights. Upon the employee’s return, incumbent could be subject to reassignment. If not possible, Selectee will be entitled to an assignment under Reduction-In-Force procedures (RIF).

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include: (1) Knowledge of organization, major issues, program goals, missions, functions, administrative operations. (2) Knowledge in applying analytical, evaluative, and investigative methods and techniques to issues concerning the efficiency and effectiveness of group administrative and support program operations; and
(3) Knowledge and understanding of a comprehensive range of staff concepts, objectives, policies, management/organizational techniques, and military command.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of organization, major issues, program goals, missions, functions, administrative operations of the wing and group and Commander's Support Staff (CSS).
2. Knowledge and skill in applying analytical, evaluative, and investigative methods and techniques to issues concerning the efficiency and effectiveness of group administrative and support program operations.
3. Knowledge and understanding of a comprehensive range of staff concepts, objectives, policies, management/organizational techniques, and military command.
4. Knowledge of operating programs throughout the group in order to conduct studies, analyze findings, and make recommendations on substantive operating programs.
5. Skill and ability to prepare project and staff reports and deliver briefings to high level officials both civilian and military.
6. Knowledge of safety and security regulations, practices, and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
