Organizational Location: This position is located in the Department of Homeland Security, Immigration and Customs Enforcement, Office of Regulatory Affairs and Policy (ORAP), in Washington, District of Columbia. This is a non-bargaining unit position.

Duties

As a Management and Program Analyst, at the full performance level, you will perform the following duties: Possessing superior interpersonal and administrative skills to organize and coordinate thorough systematic, professional efforts to meet complex planning needs and unanticipated requirements and provide written and/or oral reports with conclusions, alternatives and/or recommendations on national policies, projects, or studies. Knowledge of policies, precedents, regulations, and guidelines of assigned functional areas such as staffing, personnel management, strategic workforce planning, and training. Performing detailed review of funds within the office to effect adjustments such as the reprogramming of allotments, reallocation of budget numbers, addition or deletion of temporary positions, and authorization to purchase equipment. Advising program managers regarding budgetary concerns such as projected shortfalls or unanticipated financial needs.

  • Probationary Period: This is a full-time permanent position (Career/Career-Conditional appointment). Upon appointment to this position, you may be required to serve a one-year probationary period.

You qualify for the GS-14 grade level if you possess one (1) year of specialized experience at the GS-13, grade level or equivalent performing duties such as: Planning, developing, formulating, preparing, executing, monitoring, and/or forecasting organizational budgets and workforce staffing models. Maintaining established systems of financial accountability and control over financial activities, obligations, and transactions. Interpreting hiring guidelines and providing management with advice on the procedures and processes to effectively attract and retain individuals with the appropriate skill set to carry out established goals and objectives. Providing consultation or expert advice to management pertaining to budget and fiscal management, supply and equipment procurement, human resources coordination, and administrative requirements in support of the mission and functions of the office.
