This position is located in the Freedom of Information Act/Privacy Act (FOIA/PA) Unit of the Office of the Chief Legal Advisor within the Antitrust Division (ATR). The FOIA/PA Unit provides several major functions for the Division, serves as a Division resource, and protects the Division's interests with respect to confidentiality and disclosure issues.
Duties
As a Supervisory Government Information Specialist, the responsibilities of this position will include:
Serving as the Division's FOIA Public Liaison, who is the point of contact with the public, speaking with requesters, who have questions or concerns about the processing of FOIA requests.
Providing technical advice and counsel both within and outside the organization as a recognized expert in FOIA and PA matters.
Managing the disposition of agency and non-agency FOIA/PA requests and other requests for information.
Preparing various reports in compliance with statutory and Department reporting requirements.
Implementing the applicable General Records Schedule provisions for FOIA/PA records retention.
Developing and overseeing implementation of policies and programs required by law for public access to, as well as for the protection of, agency information, PII, and other personal information contained in agency records, under the FOIA and Privacy Act.
Providing legal or policy research, data retrieval, and factual background research in support of complex defensive FOIA/PA litigation and administrative appeals.
Responding to State Attorneys General 4F requests for information, FOIA/PA requests, and correspondence received by the Unit.
Performing evaluation of FOIA/PA program and records to determine compliance with governing directives, and to evaluate program effectiveness.
Supervising a staff of Government Information Specialists (FOIA/PA) and other administrative staff engaged in processing and preparing FOIA/PA requests.
Training new specialists and administrative staff.

Qualifications
To qualify for this position at the GS-14 grade level, your resume must reflect at least one full year of specialized experience at, or equivalent to the GS-13 grade level. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position as described above, and that is typically in or related to the position to be filled. This experience must be identified in your resume.
Examples of specialized experience at the GS-13 grade level include:
Serving as an organization's point of contact with the public, speaking with requesters who have questions or concerns about the processing of the most complex requests;
Supervising or leading a staff of Government Information Specialists (FOIA/PA) engaged in processing and preparing responses to FOIA/PA requests, including records containing antitrust-related information and/or confidential commercial information; and
Assisting in defending complex FOIA/PA litigation and administrative appeals.
