The Administrative Officer position is responsible for the administrative management of DACOS Ambulatory Care Service Line with final authority resting with the Deputy ACOS, Ambulatory Care. Incumbent has primary administrative responsibility for planning, coordinating, and managing the delivery of care for DACOS Ambulatory Care Service Line.
Duties
Duties consist of the following, but are not limited to:
Administers space and equipment programs.
Responsible for constant surveillance, evaluation and planning to ensure efficient utilization of space based on constantly changing and ever increasing program demands.
Reviews outgoing correspondence for determination of accuracy of information, proper composition, proper format, and whether such correspondence conforms to current VA policies, instructions and regulations, as well as the viewpoint of the DACOS Ambulatory Care.
Maintains confidentiality of all office matters and executes discretion in the release of all information.
Administer the internal review, quality and productivity initiatives for DACOS Ambulatory Care Service Line.
Ensures quality assurance issues pertaining to the service are documented and appropriate follow-up action occurs regarding any problem or recommendation found or made because of the services' quality assurance activities.
Responsibilities will include assessing patient satisfaction, quality management, stakeholder's affairs, budget control, utilization review and short/long range planning.
Responsible for submitting HR requests through the Resource Management Committee.
Composes and reviews all position descriptions and the performance standards within the service for compliance with VA standards.
Maintains a current file of all position descriptions within the Service and conducts an annual position review.
Performs trend analyses and reports to proper medical center reporting mechanism.
Gathers and analyzes budget needs of the service and supervises all phases of budgeting within administrative requirements.
Plans a system of internal control, which assures the fiscal management of the Service will be maintained on a sound basis in accordance with generally accepted accounting practices.
Responsible for formulation and execution of annual budget including salaries, travel, supplies, equipment and all other general operating expenses.
Develops monthly and quarterly cost ceilings while maintaining running control of funds to ensure that accounts are within authorized levels.
Reviews financial reports related to DACOS Ambulatory Care Service Line and resolves discrepancies with the appropriate accounting office.
Monitors to ensure that cardholder conduct daily purchase card reconciliations within the required timeframe and certify reconciliations are correct.
Certifies reconciled payment charges in Integrated Fund Distribution, Control Point Activity, Accounting and Procurement (IFCAP) within 14 days of cardholder's reconciliation.
Completes reconciliations for employees who leave their service and still have purchases pending. Complete reconciliations for employees who are on leave for more than seven (7) calendar days.
Discusses, investigates and responds to employee grievances and dissatisfactions to resolve conflicts.
Acts as the liaison with the human resources office concerning personnel-related matters.
Coordinates and participates in disciplinary actions and responds to appeals and grievances.
Projects staffing needs, writing position descriptions, developing job analyses, preparing performance plans and appraisals, and drafting disciplinary and adverse actions.
Reviews, analyzes and interprets incoming requests, recommends appropriate action or suggests appropriate alternatives based on knowledge of internal operations, agency personnel policies, budgetary constraints and work priorities.
Responsible for the provider credentialing and privileging process and maintenance through FPPE and OPPE tracking.
Responsible for the supervision, tracking, planning and training of two Occupational Health Program Support Assistant FTEs.
Work Schedule: Monday-Friday 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/23/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Strategic planning, budget development and statistical data collection; Procurement and contract management; Perform credentialing and privileging processes and its maintenance; Develop, interpret, apply and integrate objective criteria and acceptable standards for use in monitoring activities; Manage all personnel actions; Analyze, evaluate, advise and coordinate administrative and clinical activities associated with the successful outcome of efforts to improve patient access to VA healthcare; Assembles and compiles budget information; Prepares budget package for submission to Fiscal Service; Serve as a Contracting Officer Representative (COR); Drafts and/or reviews contract requests and agreements; Certifies time and attendance records and approves requests for overtime/compensation time; Project staffing needs; Write position descriptions; Develop job analyses; Prepare performance plans and appraisals.

To qualify based on education for this grade level you must have a master's or equivalent graduate degree or, 2 full years of progressively higher level graduate education leading to such a degree or, LL.B. or J.D., if related.

PREFERRED EXPERIENCE:
Recent experience in Primary Care/Patient Aligned Care Team setting is highly preferred.
