The primary responsibility of this Management and Program Analyst is to serve as the MARFORRES Individual Mobilization Augmentation (IMA) OpGroup Manager (IOM). The IOM plans, directs, and executes the MARFORRES IMA Program. The scope of work includes providing administrative expertise and assistance to the MARFORRES Staff and IMA personnel.

Duties

You will assist in managing and maintaining the Civilian Database on all employee/billet information so financial personnel can track, analyze labor costs, and prepare annual budget. You will assist and provide recommendations to managers and supervisors on different types of hiring authorities and multiple Department of Navy civilian programs. You will research, analyze, and make recommendations to upper management and ensure process is complete in matters of manpower management pertaining to Title 10 professors. You will coordinate with divisions within Marine and Family Programs Division (MF) on staffing processes and procedures, preparing personnel consolidated reports, and presenting periodic personnel briefings. You will certify time and attendance for lower grade MF HQ staff. You will meet with supervisors and/or employees to obtain background information regarding issues, concerns, or problems with other civilian personnel or work conditions. You will maintain library of current and updated policies.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting management to oversee and provide administrative support, guidance, and referral on a wide variety of manpower matters, processes, and procedures in support of the personnel systems including coordinating manpower management actions. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
