About the Position: This position is located at Lackland AFB, Texas.
Duties
Direct all contract services activities, ensuring that all contracts comply with legal and regulatory requirements and meets customer needs.
Meet with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve significant problems that arise.
Review contract documentation to ensure the contract, pre-award, and post-award supporting documentation are complete, clear, concise, and in compliance with regulatory requirements.
Ensure contracting agencies understand mission priorities for retaining and obtaining critical gap-fill personnel, overseas contingency operations backfill, and earned clinical providers and support staff.
Assign work to subordinates employees based on organization priorities, consideration of difficulty, and requirements of assignments.
Identify employee developmental needs and provide or arrange for training (formal and on-the-job) to maintain and improve job performance.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel Security Investigation is required.
- Immunization screening may be required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
- Selectees will may be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- A one-year probationary period is required if the selectee has not previously met this requirement.
Qualifications

In order to qualify, you must meet the education or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes maintaining contract files, conducting market research for contracting rates, and assisting with scheduling or conducting performance reviews. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Human Resources, or Management.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
