The VA Northeast Ohio Healthcare System is recruiting for a Program Specialist. The Program Specialist will function under the direct authority of the Health System Specialist (HSS) to the Chief of Staff and ultimately, the Chief of Staff. The incumbent has major and significantly diverse responsibilities and will provide administrative support and oversight for various initiatives from the Chief of Staff office.
Duties
The Program Specialist duties include, but are not limited to:
Run day-to-day reports for all Chief of Staff initiatives by extracting workload from National VHA and VISN databases.
Analyze data and perform statistical calculations.
Analyze the efficiency of reports to be sure that all VHA and service-specific goals are met.
Advise and analyze workflow within all services under the purview of the Chief of Staff office.
Ensure any inconsistencies identified are rectified in a timely manner.
Collect, compile and track statistical information in support of program operations of substantial technical complexity.
Collect and analyze data which identifies the need for programmatic enhancements.
Provide program guidance and development of employees within the service to ensure understanding and compliance related to scheduling, workload capture.
Provide feedback to staff on appropriate completion of workload within a timely manner.
Review all equipment requests.
Review resource allocation decisions involving clinical services funds.
Serve as the primary and/or backup timekeeper for up to 10 T&L units within the Chief of Staff office.
Serves as the primary or backup Contracting Officer Representative (COR) for clinical services contracts.
Services as the National Provider Identifier (NPI) coordinator for VA Northeast Ohio Healthcare System.

Qualifications
In order to qualify for this position, you must meet the following requirements within 15 calendar days of the closing date listed on the announcement:
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service.
Applicants who were previously selected under a Competitive Delegating Examining Office (DEO) announcement must have served in their position for at least 90 days prior to being eligible for other positions within the Competitive Service.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing administrative support and oversight; report generation and analysis; timekeeping; equipment procurement; data collection and tracking; quality and productivity management; performing in-depth data analysis. OR,
Education: Applicants may substitute education for the required experience. Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of qualifying specialized experience and education as described above to qualify at the GS-9 level for the Program Analyst position. This is determined by adding total qualifying experience as a percentage of the required experience and education as a percentage of the total required. The total percentage must equal 100 percent. Only education in excess of the first 18 semester hours (i.e. beyond the first year of graduate level education) is creditable towards meeting the specialized experience requirement (Transcripts must be submitted).

You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is mostly sedentary. It will occasionally require carrying of light objects such as files, books and papers; some walking, standing and bending. No special physical demands are required to perform work. There may be a certain amount of mental strain due to time constraints and frequent reviews and reports.
