About the Position: The Walla Walla District US Army Corps of Engineers includes about 107,000 square miles and is commanded by a U.S. Army officer. The District has a civilian workforce of over 900 engineers, scientists, technicians, trades/crafts, and administrative support positions which help manage local water resources for navigation, flood risk management, fish and wildlife, and hydroelectric power generation. Other major missions include ecosystem restoration and disaster assistance.
Duties
Serves as the Support Services Specialist to Operations Division (OD) providing advice and recommendations to the staff on matters relative to the coordination and integration of a variety of administrative functions.
Provides direct personnel support for Operations Division organizations located in the District Offices as well as coordination and review of completed work from the operating projects of the Division.
Acts as GPC training card holder and maintains purchasing histories, records, and interfaces with internal and external financial systems during monthly reconciliation.
Prepares and initiates Requests for Personnel Action/SF-52 (RPA) and AutoNOA tickets.
Reviews RPAs from all Operations Division organizations for accuracy and compliance with local policies and established regulations.
Provides assistance to Human Resource Specialist by coordinating or gathering necessary information or data relating to job and position information, recruiting initiatives and requirements, selection from referral lists, release dates, etc.
Maintains automated personnel data in several configurations to be used for research, analysis, and evaluations of trends, projections, and analyzes and consolidates statistical data for reports, charts, and records.
Responsible for maintaining property accountability and control for the Operations Division District Office.
Acts as training officer for Operations Division offices located in the District Office ensuring training requested is within established guidelines.

For the GS-9:
Specialized Experience: One year of specialized experience which includes experience performing personnel management functions and experience using computers and software programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
