This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Responsible for providing overall guidance and assistance to others relative to the Command's financial operations related to the Homeland Security (HLS) and Homeland Defense (HLD) missions assigned to ARNORTH.

Duties

Review major financial programs for accuracy, completeness, and effectiveness of financial operations. Responsible for forecasting financial programs such as balancing civilian pay, civilian performance awards, VERA/VSIP and civilian PCS entitlements. Analyze current financial execution and forecasting future requirements for manpower and dollars to conduct Defense Support to Civil Authorities (DSCA) missions. Prepare both recurring and non-recurring regulatory and non-regulatory resource management financial reports. Develop financial standard operating procedures (SOP) standardization for audit compliance and adherence to audit support. Makes an intensive analysis and evaluation of proposed program requirements, to include source of manpower to assure compatibility, realism, program balance and proper time phasing. Plans and prepares all Operations and Maintenance Army (OMA), Defense Security Cooperation Agency “333”, Official Representation Funds (ORF), Operations Procurement Army (OPA), Service Incremental Funding (SIF), and reimbursable funding.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Will be required to deploy within the NORTHCOM AOR on short notice (in under 24 hours).
  • Overtime and shift work may be required on short notice to include nights, holidays, and weekends.
  • Incumbent will be expected to function in adverse climatic conditions and under intense physical and mental stress.
  • Must be capable, upon completion of training, of unassisted donning of mission oriented protective posture (MOPP).
  • Must be able to wear other personal protective equipment (PPE) or clothing such as boots, goggles, gloves, chemical mask and other safety equipment as required.
  • As a pre-condition of employment, any and all incumbents of this position must pass a physical examination.
  • Participation in the DOD/DA Immunization program to include live vaccinations as required by DOD/DA policy.
  • Employees may be required to wear an electronic pager and maintain a working telephone at all times.
  • Must be able to obtain/hold a Secret Security Clearance. Failure to satisfactory complete any aspect of this process is grounds for termination.
  • TDY requirement of 25% of the time.
  • This position requires Financial Management Level 2 certification within the required time.

Specialized Experience: One year of specialize experience which includes establishing budget and financial management techniques in order to resolve critical financial/budget issues; analyze financial information and prepare budget execution analysis for an organization; Conduct financial planning and budgeting analysis to present to decision makers. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
