Duties

Serves and performs as team member of the HQ AFFSA RMC's, responsible for remote maintenance of all Instrument Landing Systems (ILS), Very high frequency omnirange-tactical air navigation systems and ATC Radios, following established guidance and directions. Serves as a RMC technical advisor for depots for the maintenance, operation, and certification, security, related to complex and sophisticated (Air traffic Control and Landing Systems (ATCALS) systems and equipment. Support/conduct Air Traffic Control and Landing Systems Air Traffic Standardization and Evaluation Program.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Job Family Position Classification Standard for Administrative Work in the Equipment, Facilities, and Services Group, GS-1600's. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Basic Requirement : Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include: Working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment. Reviewing and applying technical specifications and requirements. Analyzing equipment and forecasting spare parts requirements. Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders. Analyzing contract specifications and examining pertinent equipment to determine if specifications are met. Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience is defined as experience with technical advisement and management with resolutions to complex system problems. React to systems equipment outages within prescribed timelines in published guidance, isolate malfunctions, repair, restore systems, certify, complete Federal Aviation Administration Flight Inspections and document equipment certification. Determine operational performance, evaluate tolerances and correct as required. Utilize remote computer systems to access Airfield Systems facilities to determine operational availability, gault isolation and problem resolutions. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the Air Traffic Standardization and Evaluation Program (ATSEP). Knowledge of a wide range of electronic systems/equipment to include operational requirements, maintenance concepts, principles, and practices. Also includes first-hand practical knowledge and specialized experience that encompasses the Airfield Systems, weather, ATC Radio and ATC Radar equipment operational characteristics, properties, to include software operating systems, networking principals and uses, to include protocols, networking equipment, and media. Knowledge of and skill in using electronic test equipment, instruments, and controlling software. Knowledge of basic electronic theory and principles which includes analog, digital, solid-state devices, and microprocessor technology. Knowledge of mathematics up to and including Trigonometry and Numbering Systems (i.e. Binary, Decimal, Octal, Hexadecimal, etc.). Skill in communicating effectively both orally and legibly in writing. Skill to define test sequence and pass/fail parameters and to troubleshoot equipment problems. Skill in working effectively with others. Skilled at diagnosing equipment malfunctions, troubleshooting problems, accomplishing repair actions, and/or recommending corrective actions. Skilled at selecting, evaluating, and adapting precedents and modifying approaches, procedures and criteria. Skilled to apply this knowledge of concepts, principles and practices of electronics field to conventional and complex work assignments. Work Environment: In addition to the office environment, the work involves moderate risks and discomforts associated with various types of electrical hazards (e.g. Radio Frequency radiation, high voltage, chemicals, batteries, etc.). Must be continually alert and observe special safety precautions, to include safety devices, clothing, and materials. The work environment is regularly performed out of doors, along flight lines, or in maintenance facilities. Subject to abnormal duty hours (shift work, overtime) in support of Air Force mission essential air traffic control systems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
