Employee is responsible for leading the Budget Section, interpreting regulatory and policy guidance, and carrying out technical phases of budget programs for three appropriations, two-year funding, no-year funding, information technology, research dollars Medical Care, Specific Purpose programs, and General Medical and Health Services Research. Perform a full complement of budgetary functions and duties associated with all phases of the budget process.

Duties

Duties consist of the following, but are not limited to: Distributes and balances the workload among employees in accordance with established workflow or job specialization, assure timely accomplishment of the assigned workload, and assure that each employee has enough work to keep busy. Keeps in touch with the status and progress of work, and makes day-to-day adjustments in accordance with established priorities, obtaining assistance from the supervisor on problems that may arise, such as backlogs with cannot be disposed of promptly. Estimates and reports on expected time of completion of work and maintain records or work accomplishments and time expended and prepare production reports as requested. Gives on the job training to new employees in accordance with established procedures and practices. Approves leave for a few hours for emergencies. Amends or jects work not meeting established standards refer to a supervisor questions or matters not covered by standards and problems in meeting performance standards. Formulates the Health System's personal services budget using detailed analysis and estimates to match funding needs with funds for 40+ operating departments and each of the Special purpose programs comparing workload and cost factors for prior years with the budget year. Gathers and reviews a broad base of historical data and current trends to validate and consolidate requests and estimates for an integrated budget forecast of the station/facility. Briefs Chief, Finance Service on the status and availability of funds. Continually monitors control point expenditures in relation to planned levels including salary control points; prepares reports of analysis, making recommendations for remedial action. Prepares necessary directive and instructional material for planning, preparation, execution, and control of the health System's budget programs. Instructs and assists health system employees in all phases of budgeting administration. Responsible for the distribution of personal services funds to operating officials; reviews expenditures against plan. Employee maintains cost data file, workload and staffing data to perform comparisons and prepare special reports as required by various levels of management. Prepares a variety of reports related to the commitment, obligation, expense, and status of funds of senior management. Prepares monthly reports to include the Administrative Executive Council slides to include fund control point needs and or surplus. Work Schedule: Monday-Friday 8:00am-4:30pm Telework: This position is authorized for telework. Telework eligibility will be discussed during the interview process. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/22/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Hands on experience of all facets of budgetary policies, procedures, and directive to analyze and administer a large, complex budget; Perform research and interpretation of appropriations, law, fiscal policy, and station regulatory/policy to appropriately formulate, implement, execute, and monitor all Station funding; Prepare program analysis of employment, expenditures for service and supplies, capital, and travel funding; Formulate and or monitor the execution of long-range detailed budget forecasts; Establish financial and budgetary goals, timetables and milestones; Gather, compile, and evaluate all expenditures associated with the Health System's budget; Serve as a team leader; Monitor control point expenditures; Prepares monthly spreadsheet containing graphs to illuminate the status of the budget; Verifies that obligations and expenditures occur on a timely basis and reconciles INTEGRATED FUNDS DISTRIBUTION CONTROL POINT ACTIVIEY ACCOUNTING AND PROCUREMENT (IFCAP) fund control points to Financial Management System (FMS). You will be rated on the following Competencies for this position: Budget AdministrationCommunicationsControl of FundsFinancial ManagementLeadership Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primarily sedentary in nature, being performed while seated at a desk. Occasionally, incumbent may carry working files, reference books and similar items to or from other offices, conferences of the local records storage area.
