You will serve as a MANAGEMENT ANALYST in the FLT PERSONNEL RESOURCE AND PROGRAMS DIVISION of COMMANDER US FLEET FORCES COMMAND.

Duties

You will serve as the subject matter expert providing advice on manpower execution relative to military and civilian programming actions. You will initiate, review and forward TYCOM and Direct Reporters Billet Change Requests (BCR) and TFMMS packets to include both peacetime and mobilization requirements for implementation. You will monitor the Navy's Future Year Defense Plan (FYDP) ensuring that military manpower is correctly allocated to the appropriate funding category. You will coordinate the quantitative and qualitative reprogramming of current and out-year military end strength changes. You will create and review manpower documents to update billet and activity files. You will represent USFF at Echelon II and III level meetings/conferences where manpower issues.policies are discussed which have an impact of USFF priorities and resources, You will review manpower system reports and programs to provide management a clear picture of end strength availability from which to make end strength programming decisions. You will develop Flag level point papers, action memorandums, presentations and reports to support alternative manpower analysis and recommendations. You will initiate, review and forward organizational changes for all activities under the BSO purview; to include Organization Change Requests (OCRs) and Activity Change Requests (AYs). You will evaluate the impact of manpower funding increments/decrements incurred during the POM process, ensuring that resources are properly balanced with programmatic decisions and that new requirements are given appropriate consideration.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

To qualify for the MANAGEMENT ANALYST, GS-0343-12, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience evaluating and analyzing manpower program, program requirements, and billets alignment to provide technical manpower expertise and recommendations for policy-making decisions; Experience providing policy interpretation and technical analysis to staff and subordinate commands to ensure compliance with, and implementation of manpower requirements and standards; Experience developing and presenting papers/briefs utilizing analytical tools and techniques to report on current and future manpower scenarios and trends; Experience utilizing manpower management systems, such as Total Force Manpower Management System (TFMMS), Navy Manpower, Programming and Budget System (NMPBS), UIC Management System as well as Microsoft Office Programs (Word, Excel, PowerPoint and Outlook).
