You will serve as a Cybersecurity Information Technology Specialist (PLCYPLN) in the Enterprise Networks and Cybersecurity Division (N2N6D) of DNI/DDNI OPNAV SUPPORT STAFF. All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.

Duties

You will serve as an IT Specialist within the Deputy Chief of Naval Operations N2N6 (Information Warfare.) You will provide oversight of Navy-wide implementation of Department of Defense, Department of Navy and Chief of Naval Operations policies. You will assist the branch head in managing the timely execution of the strategic organizational plan for the mission, tasks and functions assigned to the branch. You will maintain audit compliance with 50-plus Navy cybersecurity policies, instructions, and directives and directly coordinate required updates of DDCION Risk Management Framework policies. Represents OPNAV N2N6 at various Navy, DoN, DoD and national executive-level cybersecurity related working groups, meetings, seminars, panels or conferences.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position requires periodic polygraph examinations.
  • This position may require a 2-year DCIPS trial period.
  • This position has been designated as a Cyber IT/CSWF position.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing an extensive understanding of Navy implementation of Risk Management Framework (RMF) and ability to audit compliance with the 50+ Navy cybersecurity policies, instructions, and directives and directly coordinate required updates of cybersecurity policies; 2) Briefing senior leadership in verbal and written correspondence; 3) Partnering with outside organizations and individuals to ensure a positive outcome on projects; 4) Developing cybersecurity guidance for a command or agency to include assessing risks to communications networks and systems; and, 5) Utilizing a background in acquisition and system development to understand how cybersecurity integrates into system requirements.
