This position is within the Naval Facilities Engineering Command Information Office Directorate.
Duties
You will analyze organizational cyber policy.
You will develop strategic level policies, directives, or guidelines for the implementation of an organization's information technology (IT) master plan.
You will identify and analyze problems; weighing relevance and accuracy of information.
You will evaluate the causes of problems to create alternatives that balance the interests of the mission and stakeholders.
You will convey written information in a clear, concise, organized, and convincing manner; using correct English grammar, punctuation, and spelling.
You will advise senior management (e.g., Chief Information Officer [CIO]) on risk levels and security posture.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card to make official government purchases for goods and services.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is designated as a Cyber IT/Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area Cyber Policy and Strategy Planner; Advanced level within 12 months of appointment.
Qualifications
You must have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to the four competencies above your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying the Risk Management Framework (RMF) process to information technology systems, networks and platforms; 2) Applying information system security principles and concepts, enterprise IT architecture, and new IT security developments in order to coordinate the implementation of security programs across numerous shore platforms and enclaves; 3) Interpreting and analyzing system security test results and making a risk remediation and mitigation recommendations based upon those results; and 4) Protecting confidentiality, integrity, availability, authenticity, and non-repudiation of information and data.
