You will serve as a Supervisory IT Specialist (Policy and Planning) in the IT Division (N6) of COMNAVRESFOR.

Duties

You will be composing and implementing plans and policy. You will be participating in the operations and staff supervision of subordinates assigned to the Division. You will make decisions on work related issues that arise that are presented by subordinate supervisors. You will be accountable within a multi-mission military organization for all actions pertaining to IT operations, Cyber Security, Information Assurance (IA), Plans and Policy, and resource management. You will participate in the reengineering of mission-related and administrative processes assessment of the Navy Reserve IT investments and programs to validate the Navy Reserves strategic systems annual planning and development of IT requirements.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Conducting technical reviews for all new and existing IT projects. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Coordinating with different organizations to ensure situational awareness of technical and programmatic meetings and events in areas of responsibility. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Briefing IT status to senior leadership. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Resolving customer and client IT problems. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector: Experience coordinating and integrating division activities; lead, manage, and administer project resources. Experience engineering business processes to develop and execute enterprise IT strategic plans. Experience determining appropriate products or services, working with stakeholders to define project scope, requirements, and deliverables. Experience providing advice on a wide range of complex IT issues; interpret IT policies, standards, guidelines and governance. Experience managing the daily operation of a Navy Reserve Homeport Portal.
