You will serve as a Information Technology Specialist (PLCYPLN/INFOSEC) in the Office of the Deputy Director for Cyber Security of TASK FORCE 82.

Duties

You will collaborate with Submarine support commands to develop and implement cybersecurity policies and guidance for the Submarine Force. You will develop and implement Cybersecurity policy and procedures to ensure protection of critical information systems including Navy Nuclear Command, Control, and Communication (NC3) systems. You will ensure information systems reliability and accessibility and to prevent and defend against unauthorized access to systems, networks, and data. You will develop policies and procedures for threat and risk assessment, planning, risk management, program management, training, evaluation and communication with senior management. You will participate in DoD and DON committees to develop and promote best cybersecurity practices. You will serve as the Submarine Force Atlantic Fleet spokesperson on cybersecurity matters. You will advise senior submarine force management on risk levels and security posture, cost-benefit analysis of information security programs, policies, processes, and systems. You will promote awareness of security issues among management and ensures sound security principles reflect in the organization's vision and goals.

  • This position will act, when directed, as the Atlantic Submarine Force Director for C4I in the director’s absence.
  • Employee must be a U.S. citizen.
  • Must be able to obtain and maintain a Government issued Passport.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • Position requires access to Top Secret/Sensitive Compartmented Information (TS/SCI). Employee must be able to obtain and maintain eligibility to Top Secret/Sensitive Compartmented (TS/SCI) Information.
  • The applicant must also be able to obtain and maintain eligibility for Sensitive Compartmented Information (SCI) based on adjudicative standards set forth in the intelligence community policy 704 series for continued employment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area PROGRAM MANAGER level ADVANCED within 12 months of appointment.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. Experience and skill in applying advanced IT principles, concepts, methods, standards, and practices sufficient to accomplish difficult and complex assignments such as developing and implementing IT policies, procedures, and strategies governing the planning and delivery of Cybersecurity policies, guidance, and services throughout the Submarine Force. Experience in state-of-the-art computer hardware and software, metrics, testing, configuration management, and their interrelationships to evaluate technical advancements. Experience writing and speaking to address complex technical and controversial issues, prepare and give briefings, chair meetings, lead task forces, and prepare reports and statements. Experienced with submarine-specific information systems, submarine force cybersecurity policy and integration of internet protocol (IP) with submarine communication systems. Experience with Program Objective Memorandum (POM) process.
