Incumbent will serve as an Administrative Resident in the Ralph H. Johnson VA Medical Center ,
pre/postgraduate studies, to provide practical instruction and guided working experience in a hospital environment. This is a temporary appointment, not to exceed 2 years.
Duties
Duties Include but are not limited to:
Education & Training- 35%
. Rotate through each hospital service.
. Attend VHA conference calls.
. Study policies establishing hospital committees.
. Regularly attend major committees and visit other committees as appropriate.
. Schedule visits to neighboring VHA medical centers with different sizes and missions.
. Attend local meetings of hospital councils, healthcare planning agendas, and other healthcare groups.
. Become familiar with congressional and VHA budget processes.
. Participate in local budget development and execution.
. Review policies establishing committees and processes for resource administration.
. Attend some of the Infection Control Committee meetings and participate in an RCA.
. Become familiar with actions requiring HR attention (Hiring Actions, Pay Panels, Disciplinary Actions, Promotional Actions, etc.)
. Become familiar with various reports regarding resources (RAMP, VSSC, Etc.)
. Follow the development of the five year plan and be involved in the development or execution of a facility development plan.
. Regularly attend Resource Management Council and accept staffing assignments in space, computer, funding, FTEE, and equipment allocation processes.
. Participate in Environment of Care (EOC) rounds.
. Participate in preparation for a JC survey, a SOARS visit, and an OIG review.
Analytics & Program Management- 35%
. Participate on a yellow belt project to assist a service line in process improvement.
. Organize, director, controls, and coordinates group activities in a timely and effective manner.
. Conducts extensive work in analyzing data and conducting background research on the issue.
. Pulls, isolates, and engineers data to identify root causes of performance issues.
. Participate in committees and task groups.
. Become familiar with basis VA computer programs such as IFCAP, CPRS, etc.
. Understand tile various categories of construction, following the development and execution of a specific project.
. Become familiar with basic computer programs used in VHA such as IFCAP, DHCP, etc. and become adept a1 navigating VSSC and DSS reports, able to pull data from both sources, and to understand the meaning of the information.
. Review basic pay administration plans used in VHA.
. Participate in special salary rate review and, if possible, a WG wage survey.
. Participate in a desk audit, a classification action, a recruitment process for WG, GS, and Title 38 position, a grievance process, an EEO complaint, and a performance development and evaluation.
. Examine the MCCR program and process.
. Become familiar with the Fee Basis Computing System (FBCS) and with compiling reports on Fee Basis
. Become familiar with the theory and practice of Systems Redesign (SR) in the VA
. Participate in the development of Systems Redesign by serving as a member of a process action team or other activity.
. Attend service line management briefings.
. Learn the process for recruiting and utilizing an adequate volunteer force.
. Staff and write responses to congressional correspondence and learn of the relationship with hospitals and congressional offices.
. Attend VAVS meetings and other meetings where hospital staff interacts with service organizations.
Other Duties- 35%
. Fill in for an administrative officer in a clinical service as approved by executive leadership.
. Fill in for an assistant chief or other supervisor in an administrative service as approved by Executive leadership.
. Do extended rotations in services or programs of special interest.
. Coordinate a special event program.
. Cover for patient representatives during periods of absence.
. Be assigned/ developmental projects and studies until completion.
. Participate in Strategic Planning and other hospital events.
. Perform other related duties as assigned.

Physical Requirements: Work is mostly sedentary, but there is a moderate amount of walking involved, with infrequent bending, lifting, and stooping. Vision should be sufficient to read from a computer screen for prolonged periods without excessive fatigue. Input data into the computer requires prolonged use
of keyboard.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
The ideal candidate will be on schedule to graduate by mid June 2023 with a Master's degree in Hospital Administration, a Master's degree in Public Health Administration with a focus in Hospital Administration, or a Master's degree in Business Administration with a focus in Hospital Administration.
The 0671 Series has an Individual Occupational Requirement.
To meet the IOR, You must meet the following Individual Occupational Requirement:
Undergraduate and Graduate Education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR,
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR;
Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to meeting the above IOR requirement, applicant must also meet the following grade requirement:
You may qualify based on your experience and/or education as described below:
GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation. Examples of specialized experience would typically include, but are not limited to: Evidence of past administrative or administrative intern experience in a medical setting (hospital, outpatient clinic, surgical center, private practice physician's office). NOTE: This experience must be documented on your resume to receive credit.
OR;
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related
OR;
Combination: Applicants may also combine education and experience to qualify at this level. You must have some specialized experience but less than one year, and have more than one year but less than two years of graduate education. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)
Preferred experienced: Project management or project related work in a healthcare setting as demonstrated by resume.
