About the Position: Serves as a Government Information Specialist in the Records Management Directorate (RMD), Privacy / Civil Liberties (CL )and FOIA Division. Actions to implement the Freedom of Information Act (FOIA) and Privacy Act (PA) include policy development, administration and conduct of the Army wide FOIA and PA / CL programs which are accomplished in concert with Department of Defense policy.
Duties
Analyze requests for Army information for FOIA and Army systems (Privacy Impact Assessments (PIAs) and System of Record Notices for Privacy Information for PA.
Evaluate requests in terms of cited legislation and content to determine legislative applicability thereto the FOIA (5 USC 552) and the Privacy Act of 1974 (5 USC 552a).
Recommend proper disposition on non-Army requests, and on own initiative, transfers them to proper agency or agencies.
Process requests for information utilizing the requirements of FOIA and PA for FOIA requests and Personally Identifiable Information (PII).
Advise high-level DA officials of procedures governing the storage, service, retrieval access, release, and maintenance of recordkeeping systems.
Prepare and present information and decision briefings to higher levels of management.
Compile Army wide statistical data for preparation of the consolidated report for the annual Federal Information Security Management Act (FISMA), Section 803, and FOIA.
Maintain the online DA FOIA Library in accordance with 5 USC 552, ensuring that the public has access to information that is of current interest.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance.
- This position is a Testing Designated Position subject to applicant testing and random drug testing. Selectees will be required to sign DA Form 5019 requiring participation in random drug urinalysis testing.

GS-11 Specialized Experience: One year of specialized experience which includes assist with the gathering or analysis of information related to Freedom of Information Act (FOIA) and Privacy Act (PA) program; analysis recordkeeping systems for compliance with regulations; and assist in the development of program procedures to improve efficiency. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as:legal or government studies.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-12 Specialized Experience: One year of specialized experience which includes respond to inquiries on matters related to Freedom of Information Act (FOIA) and the Privacy Act (PA) programs; advise on procedures regarding recordkeeping systems; and develop procedures, guidelines or training requirements related to FOIA or PA. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management. Duties described reflect the full performance GS-12 level. If not selected at the full performance, duties will be performed in a developmental capacity under close supervision.
GS-11 Time in Grade Requirement:Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
GS-12 Time in Grade Requirement:Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
