DCSA Field Operations Office is looking for a Program Integration Manager to be responsible for cross functional integration, share services support and for assistance with budgetary planning, programming, monitoring and execution of designated Field funds in accordance with the Field Spend Plan. Duties
As a PROGRAM ANALYST you will be responsible for the following duties:
Plan, develop, and evaluate new techniques and approaches to mission integration in the Region.
Identify, analyze and recommend strategies to the Regional Director and the Deputy Regional Director that measure and improve mission integration processes, productivity and efficiency including the development of standards, requirements, performance goals, objectives and metrics.
Analyze and evaluate, on a quantitative or qualitative basis, the effectiveness of program operations in meeting established goals and objectives.
Recommend improvements to processes, recommend plans of action and milestones (POAM), and track the execution of approved changes as directed or appropriate.
Liaise closely with Region mission leadership, DCSA mission component personnel, DCSA enabling areas, and counterparts in other Regions.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS 13 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:
Experience related to the integration of program goals and objectives, relationships among programs, and applicable management systems and processes. Experience in conducting surveys, using process improvement techniques and the ability to provide a range of recommendations. Experience in analyzing and evaluating, on a quantitative or qualitative basis, the effectiveness of program operations in meeting established goals and objectives. The ability to build coalitions and consensus when faced with difficult and complex issues and problems. Skills in written and oral communications with an ability to prepare and present papers and reports and to deliver briefings in a clear, concise, and logical manner.
Specifically you will be evaluated on the following competencies:
1. Qualitative/Quantitative Analysis - Examines and evaluates data to manage and achieve results
2. Organizational Awareness - Knows the organization's mission and functions, and how its social, political, and technological systems work and operate effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization
3. Problem Solving - Identifies and analyzes problems; weighs relevance and accuracy of information; seeks/generates and evaluates alternative perspectives/solutions; makes timely/effective recommendations, based on potential implications of findings or conclusions. Critically evaluates to identify the causes of problems and choose courses of action that balance the interests of the mission and stakeholders.
4. Program Planning, Review and Evaluation - Continuing analyses of program effectiveness, efficiency, cost effectiveness, schedule adherence, and measurement of program accomplishment and results.
5. Management Analysis - Conducts research and solves organizational inefficiencies to increase the effectiveness of the organization.
