This position is being filled under Direct Hire Authority 5 U.S.C. § 9905, dated 6/23/2023 This position is part of the Air Force Elements, U.S. Transportation Command. The incumbent serve as a financial management specialist performing a variety of financial functions in support of the substantive programs and services managed by the USTRANSCOM Acquisition Program Management Office (PMO).

Duties

As a FINANCIAL MANAGEMENT SPECIALIST at the GS-0501-12 some of your typical work assignments may include: Responsible for all aspects of the formulation, development and execution of budgets, and financial plans, to properly fund and meet program resource requirements for one or more future budget years. Manages financial aspects of a defense acquisition program throughout the total acquisition life cycle. Provides financial advice on budget-related issues such as types of funding available, effects of budgetary changes or related activities for decision making. Applies financial management knowledge toward the acquisition life cycle process and supports development and preparation of acquisition documents. Represents the organization within USTRANSCOM and with external organizations. Participates in or leads the financial portion of source selection teams, as required.

  • Travel and relocation expenses, if approved, will be paid IAW JTR and AFMAN 36-606
  • This has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). See Additional Information section
  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft

Qualifications

You may qualify at the GS-12 if you fulfill the following qualifications: One year of specialized experience equivalent to the next lower grade level (GS-11) or equivalent under other pay systems in the Federal service, military, or private sector: Independently performing work involving budget development, formulation or execution. Analyzing budgetary data to ensure accuracy and consistency, reconciling differences as required. Evaluating financial information and analysis against applicable policies, principles and practices. Providing financial analysis information, both in writing and during briefings or meetings, to internal and external personnel. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
