Duties
The purpose of the position is to serve as the principal survey management advisor to DFAS and the Deputy Director, Strategy and Support (DDSS).
The position is assigned to the Organizational Capabilities Division providing expert advice regarding survey management activities needed to develop, facilitate and implement a standard, integrated Survey Management Program.
Manage DFAS Survey Program; oversee survey methodologist support; survey development; policy formulation; direct and manage survey methodologist efforts; liaise and consult with DFAS executives.
Develops, implements, reviews, and improves DFAS survey-related plans, policy, procedures, and planning processes.
Provides authoritative interpretation, consultation and facilitation of survey plans, policy, procedures, and processes across the agency.
Establishes and maintains appropriate working relationships with Federal and States entities, industry and private sector.

- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

Qualifications
Human Resources will determine your qualifications for each grade level based on your interest and the additional following criteria. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience Is Defined As:
Providing assistance to the Agency in determining survey/research respondents through various survey systems.
Time-in-Grade:
Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-8, applicants must have served 52 weeks as a GS-11 or higher in the Federal service.
Education
Education is not substitutable for specialized experience at this grade level.
