You will serve as a CONTRACT SPECIALIST in the Regional Contracting Office NCR of MARINE CORPS BASE QUANTICO.

Duties

You will serve as a senior Contracting Officer, perform duties as an acting Branch Chief upon his or her absence, and holds a Contracting Officer's warrant with unlimited signing authority. You will be responsible for all procurement phases, including acquisition plan/strategy development, statement of work/objective review, source selection plan, planning, costs analyses, negotiations, and the full range of contract administration. You will manage, develop, and plan for the full range of contract administration actions, pre award/post award, including issuance of contract modifications; negotiation of changes; investigation and resolution of contractor delays. You will administer long-term, complex contracts and assistance awards involving requirements for extensive, highly specialized new or innovative research, and related materials and services. You will ensure full compliances to pre-established acquisition/contracting guidance, policies, laws, statutes, precedents, Presidential Executive Orders, and other bylaws directing operational and functional requirements the DOD Acquisition Program. You will perform the full range of price/cost roles and responsibilities within the requirements of the duties of this position with support to Program Management Offices, MCI Regions, Regional Contracting Offices, and installation staffs.

• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
• Males born after 12-31-59 must be registered for Selective Service.
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• You will be required to obtain and maintain a a Contracting, Foundational acquisition certification within 36 months of employment.
• You will be required to complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66. Failure to meet these requirements could result in disciplinary action and/or removal from employment.
• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: in working pre-award and post-award contracting functions involving nonstandard and specialized procurements such as professional services, supplies, new or unique projects; contracts with additional provisions; urgent need contracts; small or disadvantaged business considerations; or long term contracts that require planning, coordination, implementation, analysis, and resolution of conditions or problems, and to monitor and evaluate contractor performance after contract award. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

AND

At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree.)

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
